The City Council of the city of Can ton met In regular session with Mayor Thayer and all members of the council present. Minutes of April 4th and April 21st, 1904, were read and approved. Reports of City Treasurer and City Auditor were read and' approved by the finance committe and mayor, and on motion ordered published in the official papers of the city. Mayor Thaler appointed Sheldon, Noid and Anderson as a committee to hear objections to proposed sewer, at council room on the evening of May 27th from 8 to 9 p. m. Mayor Thayer then delivered his farewell address which was as follows: MAYOR'S ADDRESS. Gentlemen of the common council, City of Canton. It is with some re gret that I now sever my connection with the city affairs and with you councilmen who have been my faithful advisers. You have done your duty faithfully and have always looked to that interest which would best serve the entire city. You have been punc tual and faithful in your attendance at all council meetings and I want to say that no mayor could ask for a better council, auditor and city at torney than you have been. A little summary of the work ac complished under this administration perhaps will be of interest to some of the kickers. At the beginning of our administration we had outstanding $17,000 in waterworks bonds drawing 6 per cent interest. We have paid one of these bonds of91,000 and the balance 916000 have been refunded and placed at 5 per cent interest, the city of Can ton receiving 9940 for making the ex change or practically replacing the bonds at per cent interest, making a yearly saving of 9240 during the life of the bonds to our city. We have constructed 164 blocks of 8 inch sewerage during the past 2 years. We have adopted a system of parking and grading for the entire city at a cost of about 9250 for survey ing and making profiles. The system has been universally adopted and sev eral miles of new cement sidewalk and parking lines have been laid out during the past 2 years. Our policy at the beginning of this administration was for Permanent Improvements, We have followed out this line and feel satisfied that we have made some very good improve ments. We have expended the past year 92133.90 on public highways. $1097.00 of this amount was for cement cross ings. Last year we built three of these erodings as a test. Finding them to be all right when properly construct ed, we built 23 of them the past year under a 5 year guarantee. We find them far superior to the stone cross ings and would recommend all cross ings hereafter built should be of ce ment under contract. We have graveled 400 ft. of Fifth street from Main to Broadway and built 540 feet of cement gutters, thus doing away with the mud boles along Fifth street. We have expended on the system during the past year $3809.00, of this amount $2509 was paid out for im provements to the plant. We put in last fall a set of new pumps at a cost of about $1000 and the balance was ex pended in buying 4 and 6 inch water mains of which we laid 24 blocks of the 6 inch and four blocks of the 4 inch mains. I find the actual cost of maintaining the water plant the past year has been $1360, while the water rents collected amount to $1494, thus making the plant self sustaining un der the present meter rates. We found upon cleaning out the stand pipe a few days ago that the iron is badly rusted on the inside about of the way up and that two of flip, cast iron braces Miafr support, the standpipe at the bottom are cracked. I have instructed the city auditor to correspond with pipe experts and see what can be done with the pipe to protect it from further damage and also to secure two new braces to re place the cracked ones. I would re commend to the newly elected mayor and council to* see that this is' re paired as soon as possible. Gentlemen of the council and all officers connected with the city, let me thank you for your efficient aid during my administration. To you gentlemen who succeed us I have the highest esteem and confi dence of your ability to successfully govern the affairs of our city which I now leave in your hands. The oath of office was administered by the auditor to T. T. Smith, A. T. Sheldon, F. A. YanFleet and A. Bepp as aldermen for the next two years. After several ballots A. T. Sheldon was re-elected as president of thecoun cil for the ensuing term. M. Bennett was elected vice president of the council. The oath of ofllce and bond of Mayor Fitch having been approved, the following appointments were read by the president of the council having been filed with the auditor by Mayor Fitch. The appointments were as follows: City Auditor—W. S. Ingham, City Attorney—II. J. Brown, Chief of Police—M. A. Johnson, Street Commissioner—H. G. Gilbert. Which appointments were on mo tion unanimously confirmed by the council. J! C. Richter was re-elected as water commissioner by the. council. Wm. Corson was re-elected as city weighmaster by the council. Stephen Jones put in a bid for haul ing coal for the city water works at 25c per ton from track and on motion the bid was accepted and city attor ney instructed to draw up necessary contract covering the same. Bond of Assessor George Olson for $500, with W. K. Slade and Clias. Kundert as sureties, was approved. Bond of II. H. DeLong, police jus tice of the peace for $500, with Ole J. Rommereim and M. DeLong as sure ties, approved. Bond of D. H. Hawn as city justice of the peace for $500, with J. P. Hawn and B. B. Wright as sureties, ap proved. On motion council adjourned until May 9tli at 8 p. m. The Canton Races Tbe Canton Speed Aaaociation of the Corn Belt Circuit opens the seaedn at Canton, June 1, 2, 3, 1904. These trotting, pacing and rnnning races will be the finest ever witnessed in, the state. $1,700 in pnrces will be paid at the wire. Don't fail to attend these races, because some of the speediest horses in the Northwest will be there. Fifty horses are booked for these events. A fine band of mnsic will be present every day.
