Yet such would seem to bo the case. There are in one of tho Government establishments in this city over a thou sand mou with few exceptions free born American citizens who arc do prlvcd of liberty or speech, who dare neither to complain of injustice nor ctitieise In public or private, nny act of their superiors; who daro not even e' press an opinion regarding the place wheic they work on pain of instant dis missal. The Washington Navy-Yard is tho place referred to. That such a state of affairs should exist in an establishment owned and operated by the United States Government seems incredible. For moro than a year p.istthero have been vague rumors of something wrong. At a public meeting held In South west Washington under tho auspices of the Knights of Labor in February or jUnich of last year, ostensibly for the purpose: of slrcncthculne; that older, hcveral speakers hinted that injustice and favoritism were being practiced in the Navy-Yard. When questioned after the meeting was over by tho re porters these men refused to speak moro definitely. A few days later they were discharged from tho yard. Sinco that time the ugly rumors grew apace, but it was almost impos sible to trace them to their source. When, a few weeks ago, it was slated in a document presented by tho K. of L. to the Senate Committee on Naval t Affairs, in opposition to tho confirma tion' of Mr. Folger, that a system of espionage and tefroiism prevailed, at tho Navy-Yard,-it was pooh-poohed as th'o revengeful vaporings of a discharged employe. The man who drew up and picscntcd this document was dis charged. A reporter yesterday visited a largo "number of Navy-Yard employes of all classes. Some were seen in tho privacy of their homes, others in public places, but in nearly every instance the result was tho same. The men all look dis mayed when asked about affairs at the yard, shook their heads sadly, and, while admitting that there was a tjood deal tiiat should be exposed, declined to talk about the matter on the around that they would bo Instantly dismissed if they did. A few of them were will . ing to talk, but in a very cautioii3 and non committal manner. "If I was even to bo seen in your company," said a Btalwart young mi thinist, "it would somehow or other get to the ears of the authorities, and 1 would have my walking papers in a day or two. Why, we darcsn t even talk to one another nbout what goes on at the yard, for in the most mysterious Mnanncr our private conversations get back to the yard before wo can get there .ourselves. Talk about your'Rus Bian spy system, it isn't a bit worse than the one that prevails here. No, sir; you'll have to excuse me. A very Intelligent man, a first class machinist who has been in the yard for j ears, was seen at his comfortablo little home, and after some hesitation, cau tiously cTtcwtbe reporter into his private iooin,shut tho door and said: "Bitter experience has mado me cau tious; you see I don't even speak be fore my wife and children ti you about affairs "at tho yard, for fear they might let something slip out some day without intending It. I believe I can trust you, for I know that newspaper men never uive awav the names of confidential in formants. 'A still tongue makc3 a wise head,' but, unfortunately for me, It took mo a long time to learn that. I used to have a fashion, when I first went into the Navy-Yard, of saying Just what I thought about thlngs.'and it kept mo poor for a long time! Sov cral times I was prevented from getting piomotion and have also been sus pended for talking too freely. Were I n less useful man I would havo been discharged lone ago. Should I bo caught talking acain, I know I would have to go; so I must request you, under no circumstances, to say you got anything from me. "Favoritism Is the great trouble at tho Navy-Yard. Tho foremen of the va rious shops have powers llttlo less thau 'despotic. If a man makes himsel 'popular' with the foremau he is sure o good pay. If ho merely obeys orders attends to his work and makes 110 at tempt to gain favor with tho foreman, he will get average pay, provided ho keeps his tongue still. If he says auy , thing about any mistake of the fore- man, or about favoritism or anything of that sort, ho is put at soma other work on less pay. Next time, if ho has good luck, ho may bo suspended; If ho is not lucky, be will be dismissed on tome pretext or another. "In order to gain favor with tho foicmcn there are men throughout tho yard who run to them and report every little conversation they hear reflecting on tho management. Others gain their popularity' by a liberal uso of money. .Now, don't Imagine that I mean to say there Is any bribery; I don't bellcvo thtro is; but thcro aro many ways by which a man can make himself popular liy a liberal uso of money. It is no un common thing in the shops down hero to sco two men working sido by sido at tho samo work, both equally good me chanics, both equally steady and rclla bio and doing tho samoamouutof work each day, both having been employed the samo length of time, but one get ting higher pay than tho other. Ono is a 'popular' man, tho other is not. Now, don't imaglno that I am speaking from the point of view of a disappointed man, for I loug since saw tho error of my ways, and am now amoug the 'pop ular' class. I did not get there, though, by any underhand means, but simply by (spending moro money in certain quaitersthan I used to. "No; I do not think tho naval olllcers at tho yard havo much to do with tho blato of affairs. The foremen aro prac tically despotic. Tiicy recommend all promotions and increases of pay and tho inspector of ordnance acts on their suggestions. An officer would, I sup pofc. If ho took a fancy to u particular man, have no dlfllculty In getting tho foreman to advance him, but I don't think thcro Is much of that sort of thing. "No; tho great trouble at the yard Is that wo havo no mechanical superin tendent. This gives the foremen too much authority, and, as a rule, whilo they may bo good men In othor respects, they aro not of a class who should bo trusted with despotic powers. There cover was any superintendent at the yard with the exception of about seven WoaUis last year, when a Mr. JcuuncUo tie ltd in that capacity. Ho got dissatis fied for somo reason and quit. It is ridicu lous for tho Government to undertake to nin a big machine shop on nny dif ferent system from that which experi ence has taught private firms to bo tho most successful." Several other employes of tho yard who were Interviewed corroborated what was laid by this gentleman, some of them, however, expressing them selves in much stronger languago re garding tho favoritism said to bo prac ticed by tho foremen and permitted, if not encouraged, by their superiors. Gray, on Q street, betweon Fouilceulh ami Fifteenth. Tho bullet entcifd tho nursery window, In tho rear of tho house, narrowly missed hit ting Mrs. Gray and embedded itself in tho wall of the room. Tho matter was promptly reported to tho police and kept out of the newspapers, at tho re quest of the police, lo give them a chanco to apprehend tho person who filed tho shot. They did not succeed In doing so. About n week ago, In tho mlddlo of the day, another shot was fired through tho nurscrv window, fortunately not hitting any of tho Inmates. This was also reported to tne police without any result. A few days after the latter oc currence, dm lug Mr. Gray's absence, a uegio appeared in tho door of a neigh boring stable and insulted Mr. Gray's servant. That night when Mr. Gray leturncd ho mado a tour thiough the "alleys and in tcims vigorous nuil full of meaning announced the summary course ho would pursue upon the detection of the perpetrator of any moro outrages. He also went to the neighboring police station and mado some pointed remarks rclativo to tho seeming inability of the police to nfford his house protection from such outrageous acts. Night before last, while tho family were at dinner, a thief entered tho yard and stole a basket of clothes valued at 570 setting on tho rear steps, where they had just been taken from tho clothesline. A number of robberies havo been reported In the neighbor hood, and tho citizens say that as it seems the police alTord no protection, they will take the law In their own hands nnd shoot the first suspicious looking man caught prowling around tne rear ot tucir nouses.
