Mrs. Carrie Chapman Catt, president of the International Woman Suffrage Alliance, has unexepectedly returned to the United States and will be one of the speakers at the 40th annual convention of the. National American Woman Suffrage association which will begin its sessions in Buffalo, N. Y., October 15. It is not often that a convention of any character can present so many able speakers as the suffragists are promising for the meeting in question. They have been fortunate in securing Mrs. Philip Snowden, of London, wife of a popular member of parliament. Mrs. Snowden is said to be one of the most beautiful women in Ixmdon, and Dr. Aked, pastor of Rockefeller's church, declares her to be "the great est woman speaker since Francis Wil lard," though she is still in her twenties. CARDINAL GIBBONS DEFENDS AMERCAN WOMEN Cardinal Gibbons, head of the Ro man Catholic church in this country, in an interview published here, made what might be called a corrective reply to Andrew McPhail, who, in an article published in a London paper recently, was quoted as declaring that American women are idle and un happy. "American women of a certain class and a limited number," said his emi nence, "are perhaps the idlest and unhappiest in the world. I refer to the possessors of great wealth, some of whom have either neither religious principles nor domestic virtues to re strain them, and who employ their vast fortunes merely for the gratifi cation of their passions. But also there is a portion of our very wealthy class that lives quietly and v'irtously. Against them and our middle and poorer classes the charge of idleness is absolutely unfair." NEW CHILD LABOR LAW. New York Women Have Fought this Law Against Bitter Opposition. Under the new child labor law which went into effect October 1 in New York state, the state commissioner of labor will have charge of inspecting all mercantile establismments in New York, Buffalo and Rochester. ..jHe^tnay appoint a mercantile inspector and ten deputies at salaries of ffom $1,000 to $2,00 a year. These Inspectors may be assigned for duty in any city of the first class. This law brings New York up to the standard of Illinois, Massachusetts and Oregon, with re spect to protection of women and children in mercantile establishments. New York city women have fought long and well for this law, against bitter opposition. Ways to Alter Skirts. In making garments for girls It is always important to arrange for lengthening the same. First—One of the usual methods to have a series of tucks at the hem. This is somewhat of a trimming and later proves convenient by letting out the tucks, one or more, as is required. Second—If the dress or skirt Js plain the hem may be let down ahef a facing put under. Third—If number two does not give sufficient length .then Instead of fac ing when letting out the hem add an extension hem that will give the necessary length, being careful to match the design if there. is any Viji the material. A row of featherstitch ing may ge made over the joining or a finishing braid may be placed over it. Fourth—Several rows of insertion may be set in near the bottom of the skirt. .- Fifth—For girls a little older, a circular or pointed yoke may be put in at the top. of the skirt. .. Two Useful Hints. To prevent holes being torn in stockings by supporters, saw a three inch strip of thin cloth inside the top of each stocking, or .better yet, parts of discarded stockings may be used in this way. A Kitchen Help. A friend, who does not keep a maid, told me her method for saving her self much work and always having a clean kitchen floor. She places large sheets of heavy wrapping paper be fore her table, sink and stove, and, as they catch all crumbs, grease and water, there are never any spots on the floor, which is painted. It is only necessary to remove the papers and wipe the floor with a damp mop to put it in what she calls "Sunday and company order." To Wash Lace Handkerchiefs. Wash in luKewarm sofcp suds, rinse and blue, then squeeze lightly, leaving quite wet. Spread on the window pane, in the sun. When dry remove and do not iron. They will look like new.
