WASHINGTON/ Oct. 4.—The United States government has established a peace information bureau, with Col. E. M. House heading it, the state de partment declare'd Friday. At the same time the department de clared emphatically that the purpose has absolutely no connection with peace negotiations at this time. This indicates that President Wilson intends to have Colonel House, his friend and confidential adviser for five years, head representatives of the United States government at the world peace conference when that time comes. House will collect historical, com mercial and geographical data such as England and France have been gath ering for the past three years. This information is designed solely for use at the peace conference 'when that comes, but state department officials were careful to indicate that the House appointment by no means indicates any peace negotiations are in prospect now. House is not empowered now to go abroad or to sound out either the al lies or the Teutons on the subject of peace, it was stated. The department said his work will be similar to that of a group of college professors and others in England and France who have been collecting information for the allies ever since the war started. MILWAUKEE LEADER BARRED FROM MAILS MILWAUKEE, Oct. 4—The Mil waukee Leader, organ of the So cialist party In this city, Wednes day was denied privilege of the United States malls following a hearing In Washington on Sept. 20 at which an authorized repre sentative of the Leader was cited to appear. The order was Issued by the third assistant postmaster gen eral following a careful consider ation of evidence submitted. The order, it is said, is based on a section of the espionage act. Certificate of Incorporation of Zenith City Athletic Association. We, the undersigned, for the purpose of forming a Corporation under and pursuant to the provisions of Chapter 58 of the General Statutes of Minnesota for the year 1913, and any and all amendments thereof, do hereby asso ciate ourselves as a body corporate and do hereby adopt the following Certifi cate of Incorporation: FIRST: The name of the Corporation shall be ZENITH CITY ATHLETIC ASSOCIATION. SECOND: The general nature of the business of the Corporation shall be to maintain, promote and conduct exhibi tion boxing contests and other ath letic sports and exhibitions to acquire, hold, operate and dispose of any and all privileges, rights, franchises and con cessions and to buy, sell, lease, mort gage or exchange any and all real and personal property which may be neces sary, advantageous or proper in the conduct of said business. THIRD: The principal place of trans action of the business of this Corpora tion shall be the City of Duluth, in the County of St. Lduis, and State of Min nesota. FOURTH: The time of the commence ment of this Corporation shall be the eleventh day of September, A. D. 1917, and the period of its duration shall be thirty (30l years. SEEK BENEFITS FOR OCCUPATIONAL DISEASES BOSTON,Mass., Oct. 4.—As a result of the recent decision of the Massa chusetts supreme court denying insur ance compansation to a cigarmaker who in the course of his occupation had developed "neurosis" seriously af fecting the use of his arm, a cam paign is being conducted by the unions to secure the passage of an amend ment placing all diseases arising out of employment definitely under the protection of the workmen's compen sation law.
