up tho charge ono by one, nnd disposes of
them in tho light of the testimony given

account was Kent, It had been proven by
Commissioner Webb's testimony that con
sent had been given to do this.

matron was addicted to drink and negligent

plijsicnl causes she was obliged to uso
opiates.
Tlio third ami fourth charges, which ro

were dismissed on evidenco given that nt

principal objection, however, appears to

Iho report goes on to summartzo tlio re

comment on the character of Mr. Mc
(ulgati, sajlngthat "tho testimony Is con
clusive, as to Ids timcllablllty, want of
veracity and evident malice." An examina
tion of Iho records kept by the iutendauts
showed that tho accounts wcro kept In n
sjstciuatlc manner, showing In detail tho
business transacted at tho Institution.
"This examination of records," concludes
Mr. Wheatloy, "taken In connection with
some facts ns to general good management
appearing from tho testimony, confirms mo
In tho belief that Mr. Stnutonburgh has
discharged his duties as Intcndant with
ability. I have not deemed It advisable to
take tho testimony of tho Inmates of the
poor-houso or of tho Inmates confined In
iho work-house, deeming such testimony
comparatively valueless on such an In
quiry." The Commissioners approved tho report
with tho following rccommcridatlon:
"Commissioner Wheatloy, to whom was
referred tho charges preferred by McHulgan
against tho Intcndant and matron of tho
Washington Asylum for Investigation,
having mado report thereof, after duo con
sideration by the board, It is ordered that
tho charges ISi dismissed, and that tho In
tcndant bo Instructed to causo a moro
particular and thorough Inspection to bo
made of tho meat furnished to tho inmates
of tho asjltini and workhouse, and that here
after tho order of tho board with regird to
tho sale of property bo strictly enforced.

Last Sunday ovening a colored man
named Slortimcr Ulloy, 75 years old, loft
his homo at 337 Allen's Court, between I.
and M and Third and Fourth streets, to go
to church. As he was crossing tho canal
on tho M Street Ilrldgo ho noticed that
thrco men wcro following him. Ho stoppod
In at tho houso of a frlcud, and waited for
somo time, In order to avoid his pursuers,
When bo left this houso It was too la'.o for
church, and hostartcd back for homo. Just
aftor ho passed tho corner of First struct ho
met tho thrco mon, and boforo he could
speak ho received n violent blow In tho faco
and tils coat was pulled over bis head, ono
of tho men oxclaiming, In response to his
expostulations, "Wo uro night doctors."
Ho was dragged to a pool of water at
Dclawaro avenuo and First street, nt tho
edge of which he was lying when ho had re
covered sufficiently to drag himself toward
home. It was about midnight when ho ap
peared to the startled gaze of his family.
Ills face was bruised, his clothing torn and
dirty and ho had nn ugly gash ncross tha
throat. Howas telling his wlfo what had
occurred, when a colored man named Dave
Vc6cla camolutotho room somewhat under
tho Influcnco of liquor. Ho said he had
heard of tho assault, and after looking at
tho wound said that ho could dross It and
that a physician need not bo scut for. Ves
sels leaned ovor tho old man and asked If
ho suspected w ho his assailants wcro. Tho
old man nt first refused to speak, but aftor
being pressed said:
"Davo Vessels, I bellovo you wcro ono of
them."
Vessels blustered Indignantly and left the
houso, saying ho was going after a doctor.
Dr. J. If. Brauson pronounced him in a
very critical condition, suffering moro from
the shock than from tho wound in tho nock.
He crew worso and died lalo yesterday af tor-
noon. Vessels was arrested at about 1
o'clock yestorday morning. Hl6 17-ycar-old
daughter railed at tho station-house and
told Lieutenant Vernon that her fathor had
said that Dandridgo Travcrs and Ocorgo B,
Henry had cut Rlloy's throat.
