euro justice to nil and to provent an un
fnlr discrimination, which must neces
sarily exist under tho present methods,
prompt nctlon should ho taken. Tho
suggestions mndo hy Assessor Fish In his
report nro In tho lino of tho proper re
form, nnd their execution would, In n
grcnt measure, rcmovo existent difficul
ties. In tho placing of values on prop
erty approximating one hundred and fifty
millions of dollars, a very Blight defec
tion of estimate will cost tho city dearly,
nnd It hohooves us that wo havo as as
sessors men who nro capable, honest and
trained to their work.
They should bo paid salaries in ac
cordance with tho responsibility of their
positions, nnd it should bo their duty to
so equip themselves in tho knowledge of
whnt is required of them that when an
BMcssmcnt Is mado it will not merely bo
n bit of guess-work, brought to rt greater
or lesser degree of accuracy by tho sug
gestion of the man who is to pay tho
tines on It. There is complaint that tho
poor man pays proportionately more
taxes than the rich man, becnuso his
property is assessed nt its full value,
while tho rich man's goes in nt one-half
or oiio-thlrd, or whatever value may uo
tatlsfattory, nnd the honesty rather than
tho ability of tho assessor is reflected
upon. This complaint is scarcely war
ranted by tho facts, but it is undeniablo
tunt tho high-priced property is not given
a figure quite so near its actual value as
is given tho low-priced property.
This is owing to the fact that tho high
priced property at forced sale never
brines, proportionately, ns much as low
priced property, nnd this fact Is used as
a basis of estimates. The Interests of
tho people aro no moro nearly ntlectcd
than In this matter of tnxntlon. and in
tho arrangement nnd control of Its meth
ods no greater wisdom or better Judg
ment nro demanded in any other branch
of government. Wo need tho best plans,
and tho best plnns and tho question and
its determination to tho safest conclusion
nro worthy of tho most careful considera
tion of every good citizen, whether ho
ow ns property or docs not.
