The officers of the First Infantry held a re ception on Saturday evening at Camp Barnes , which was v.'ry largely attended from the city. The regimental band gave a concert, and Borne fine quartet singing wa3 furnished by some gentlemen of the encampment, un der the leader.-hip of M»j ir % Wilder. \ The social features i f the encampment . were con tinued until midnight. Yesterday forenoon a regimental . inspection was heli and the usual camp duties were engaged in until 2:30 o'clock P. H.,- when the . encampment was corcludsd and tents struck, and Camp Barnes was again relegated " to plain Rich mond Grove. The re.iment, upon breaking camp, marched into the city under leadership of the band. At the corner of X and Sev enth streets it was met by Companies A and U, First Artillery Regiment, under command of Colonel Haymond. and the First Artillery regimental bind, and thence escorted to the depot. The depot wan thronged with ladies and gentlemen to see the company off.* The return trip was made by special train, which left immediately in ad v.mc* of the regular afternoon San Frai.cigc > train, which* leaves here at 3:50. - Several of the band and regiment were bo closely and much engaged in bidding the ladies good-by, that the train was : off before th-y knew it, and after a ■harp run to catch if, ; with the usual suc cess on m:i occ si' n», they came lao ; and took the reguUr train, which soon fol lowed. This for bo large a body of tren, and ■ with so much excitement as they have been mr rounded with during the pat>t week, i* worthy <f remark, when compared with the frequent and even u=u il record* on such occasions. Michael Davitt, a representative of the DM Land League, was received here yester- j I day by the Sartfield GuaH, the Ancient Or- j der of Hibernians and Irish citizens gener- j ally, forming a procession-officered as here- | tofore announced-anJ escorting him at - P. , M from the depot to the Golden Eagle Hotel, j where he was introduced to the people and « addressed them briefly. In the e«»«W» | law audience assembled at Turner Hall, to hear an address from Mr Davitt Creed Haymond «M chosen President, with a long list of Yine-Presidente. Atter music-by the First Art 1 cry Bind, Mr. Haymond ad dressed the assembly and introduced | F. D. Byan, who made an address of wel come. Air. Davitt was then introduced and j spoke for over an hour, being frequently ap plauded. The burden of his address, which was delivered in an easy, conversational style, was an explanation of the work, plans and progress of the Irish Liud League, and the object of his visit to America. He said the object uf the League is to make Irish land lordism abhorrent in the eyes of the civilized world, and to brin* the English Government to a reform of the evils complained of, not by attempted force, revolt or war, but by methods wi'.hin the Bri'ifh Constitution andeDtirely lawful. Stati-tu ally he stated that the total area of Ireland is 20,159,0*8 acres. Of this land 452 persons hoi i more th;in 5 000 acres each, 135 more than 10,010 ucres e»eh, 90 more than 50,000 each, 14 more thin 100,000 each, and oue more than 170 00!) arres ; 292 hold mnre than 2,000,000 acres ; 744 persoua hold 9,612.728 acres, or about one-half of the total area of the island. Of the Irish people in Ireknd livinir ur>on her soil there are 5 200,000 who do not own a fo^t of land. In two counties alone there are 50,000 families that have to exist on yearly holdings of no mure value than £1. He give other statistics in the same line, inveighed agnnst land mo nopoly, and pointed ou", the purposes of the Land' League, which are to effect a connilete organization of tha non-landlord clas3, which organization is pledged to purchase no prop erty exposed for sale under distress for rent arrearages ; to occupy no land from which a tenant is evicted for arrearages. This method — together with the election of non-landlord* to Parliament — had. he said, attracted the attention of civilized nations. The League a'fo dt fends in Coart all tenants sued, and supports the tenants in the refusal to give up this year's harvest to the landlords for arrearages, because, if they do so, they will have nothing to live upon until next year's crop comes in. He Baid that if the tenants yielded up the harvest they would deserve to perish and should not be heard in the appeal for aid, when the famine sure to result set* in. He gave examples at length of the effects of the work of the League, and urged League formations here to give moral and material support to those in Ireland, and after sketching the evils of Irish landlordism, and outlining what the country might be if the now tenants could hold in fee simple from 10 to 20 acre farms, he stated that the ob ject of the League was not to do any harm to individual landlords, but to destroy the system under which they are landlords. Mr. Parnell favored compensation to the land lords by the G ivernment assuming the cost of the land* M the valuation of twenty years of rental rate, to be repaid by the tenants in annual installments to the Government, but a< land has depreciated one-half in Ireland, he was not willing, fur one, to cont>«ut to such compensation. He claimed the right of the people of Ireland to live upon the soil thereof comfortably, and in detail pointed out the evils of land monopoly in any coun try. At the concision of the address the audience arose and gave the speaker three cheere. CITY AUDITOR'S REPORT. E. H.
