W. 2uack. relative to tbo funding of a portion of the McAllister and Stebbins bonds in the office of the Suite Agent at KewTork. These letters arc full aud circumstantial, and from them tlie public will be able to arrive at conclusions based upon a full knowledge of the whole matter. It will be seen, as we hare heretofore stated, that the State wQI not lose anything by the transaction —that the State officers liavc refused and will continue to refuse to recognize tbe validity of the new bonds, or to pay the accruing interest upon them—that tbe claim now stands upon precisely tlie same footing that it did before, and that the party holding it will fiuallr have to acept settlement on the terms heretofore ofiered by the State, It will also be seen tbat the order of tlie Governor to tlie Stale Agent to permit the funding of these bonds was induced by a mis apprehension of tlie law, but was recalled as snon as the fact became app rent to that officer, and the State Agent instructed to secure a return of the new bonds if .hat could be done. Tlie most that can be- said, therefore, by the bitterest enemies of Governor Bissell, in rela tion to this matter, is that'he fell into on error ol judgment as to the law under which he gave the order; but inasmuch as the State can lose nothing by it, ti ey will not be able to make any capital out of the transaction against him, or drive from the public mind a vivid rocollec tiun of the great Canal Check Fraud. Editor*Preaand Tribune: In 'your estimable paper of to-day, I observe an article over the initial *' W." deprecating, in turn, the course adopted by the Board of Trade to pot a stop to tbe egregious business which has undoubtedly been carried on by the grand 41 warehousemen" of this city. Although Mr. W. condemns, with some indignity, the author ity of the 41 Board" to enact such stipulationson warehousemen, it is nevertheless an honorable, just and equitable procccdicg, aud to the view of every uninterested person, is nothing more than reasonable and fair. In vindication of his " Bark," he briugs forward other misdemeanors perpetrated by grain men, which, in his eyes, ought to be remedied, prior to the resolutions question. :It is to be admitted, that (be prac tice <Xspeculators, alluded to.by Ur. W n is wrong, but in juxtaposition with .the error in point isihnch inrcriorln its'evil eflects on the general' interests of the grain trade; and thai one great evil' should exist because a smaller one lives, is poor argument to adduce in justifi cation. I believe I, express the sentiments of the legitimate trade of this city, when-1 state that tbe present action of the Board of Trade is much to be commended; and all tbe vindictive spleen of an offended " Bear" cannot in the least penetrate the consciences of men, who act with unprejudiced motives for the benefit of commerce at large, and with an honest determi nation to hare all our business relations savor of wisdom and honesty. An Inconvertible Currency* As intelligent gentleman writing us from Eva&sviile, Ind., on bnsinrss, adds the follow ing postcript to his letter: ** I would like to say a word upon your bank ing system. Washington, July 14.—The Contttiulion of this morning contains a copy of a dispatch from the State Department, recently sent.to oarllin i>ter at Berlin on the subject of naturalization. Tlie case is that of a naturalized citizen of tbe United .States, who is anatire of Hanover, and who, when he lefthis nitire country, was neith er in actual service of the Hanover Army nor hod been drafted to service in it, bat who baa yet, upon his return to Hanover, been deprived uf his liberty and compelled to perform military service. The President and Cabinet concur in the views expressed, taking tbe ground tbat the moment a foreigner becomes- naturalized, hisallegiance to bis natire country is severed; he is no more responsible for anything he may say or do, or omit to say or do, after assumiug bis nc than if be had been born in the_ United States. Should he return to bis native country, be returns a* an American citi zen, and no oiher character. In order to enti tle bis original government to punish him for an offence, this must hare been committed while be was a subject and owed that Government. The Indians were repulsed with the loss of four of their number killed. One of the whites was wounded, but not seri ously. Our informant says that from 700 to 800 Paw nee warriors were" encamped but a short dis tance from the skirmish referred to, and serious difficulties were apprehended. All the whites in that region had armed thciuselret l , and were momentarily expectim? a renewal of hostilities. They brought h petitioo to Gov. lltack, urging the necessity of calling out the militia for their protection. Afpall body of men, well armed, left this city fon the seat of war last night, and others will follow to-dav. Though Virginia has always been Democratic, her Democratic majorities have greatly varied. Scaxoalocs.—On Wednesday at about mid night we were passing by the Court House on onr way home, when our ears were assailed by. the lowest and most disgusting talk that, we think and hope, erer emanated from women. A filthy conrersatioa was being carried on be tween the hackmon on the carriage stand and the female inmates of tbe jail. The whole street was aroused and disgusted at tbe revolting sounds; but we learn that this ribald, profane and blasphemous conversation is curicd on al most nightly. During the daytime our .atten tion has been frequently called to the- crowds who assemble on the square to hold discourse with tbe female iumates of the prison. We call the attention of the SherilT to this subject and hope that he will do his uttermost to prevent a continuance of this nuisance. • The county au thorities should at an early day provide a more secluded apartment for these wretched crea tures. Sophia has * been employed by this woman for some time, in peddling laces, tidies, and other small articles of fancy work. Tbe old woman blamed the girl 'if she succeeded in effecting no sales, and in structed tbe girl to steal. She offered her, as an inducement to rob, a new silk dress if she would bring home a certain amount of money. The' result is, that within the past fortnight the girl, as far as ascertained, has stolen' over two hundred dollars in money aud a quantity of jewelry, which has been recovered. Mulford, discovered the body of a man floating in the lake, about a mile east of theSouthPier. T!bey towed it in to the Hush Street Bridge, and noti fied the Coroner, who proceeded to hold an in quest upon it. It was identified as tho body of Henry Browner, who jumped from thepi-opellcr Winona, on the 4th of July evening. The jury returned a verdict in accordance with facts.
