The concession of 1 analysis in favor of pro
ducers, recently mado by tho California Sugar
llcfincry n;oii Hawaiian sugars sold under con
tract on Jlanila basis, wilj add n very considerable
sum to tho earnings of our plantations this year,
giving, as it docs, .$2 CO per ton more for nil sugar
reaching San Francisco after February lBth. It
will doubtless interest many of our readers to learn
tho circumstances under which this concession
was finally decided upon ; and wo print tho follow
ing extract from n letter addressed from Snn
Francisco in February by Jlr. Theo. H. Davies to
his office in Honolulu, relative to tho alteration in
"You nro nwaro that during tho past six months
I havo been investigating tho accuracy of the Jlan
ila basis uiwn which our sugars havo been sold
to tho California llciincry. After runny enquiries
in many places, I enmo to the conclusion that tho
standard of 02 was too high, nnd on my return
from England in November I broached the subject
to Jlr. Spreckels. Ho franklv told me that be did
not think !I2 higher than the Ex. Sup. Manila D.S.
actually polarized, but ho would got samples from
Jlanila, nnd investigate tho mnttor. Jiy letter to
Jlr. Spreckels of December 20th will indicate the
position in which I left tho question whon X sailed'
for Honolulu December 2!!d, and 1 cave you n copy
of tho letter. Yesterday I saw Jlr. Spreckels again,
nnd ho w.ib quite proparcd to carry out the idea
suggested by mo. Fortunately, C. A. Low t Co.
havo just received 600 tons of Ex. Sup. Manila, just
under 10 D. S., and Jlr. Spreckels requested them
to Bend him 2 mats from two lots of sumo grnde.
Theso wero to be placed at my disposal for polar
ization, nnd wo agreed ou tho following tnotlm
operanili. Tho mats ( unopened ), wero hint to tho
llefinery, and I n-qnesled Jlr. Welch and Jlr.
Dlmond to lot their chemists meet mo thoro at three
o'clock that afternoon. At that hour Jlr. Spreckels
and I drovo down, but beforo wo went, bo showed
1110 a note from Low .t Co. saying they mado 1 he lots
00..r nud 90.0. The refinery chemist, and the other
two, then prepared tho samples togethor, nnd hav
ing placed tho lubes alternately in tho polariscoixi
thoy tested the degrees separately. Tho rellncry
choiuist tested first, mid whilst Jlr. Welch's
chemist was doing so, tho first named wroto down
1'0.0-Ul ; Jlr. Welch's then wroto down his test 91,
1)0.0. I tlion declared myself perfectly satisfied.
Jlr. Spreckels claims that this cargo being below
10 D. S., ho could fairly contend that an actual
10 D. S. would give nt least 1 . tuore. He howaver
waives that, and agrees that all cargoes coming
in under tho Jlanila basis, nnd arriving after this
dale, shall be on the basis of 91 ? 10 1). 8., a
virtual addition of He. pur lb. or 2 W) per ton. 1
have written tlii.s out clearly tn order that you may
send a copy to each of our correspondents, who
will, no doubt, be gratified at this addition to our
prices. Jlr. Spreckels will treat us all alike and
thereforo you cnu explain this to any who are in
terested in the Jlanila basis. Tho JTMa'a cargo
will come under the new rule ; all others to Feb
ruary 10th aro here. I ought to say that Jlr.
Spreckels his met mo nil through most fairly, nnd
I felt bound to thank him for making a concession
which though not legally due, he never once tried
