With reference to tho "Monctnry Confer
ence," wo tnko lho following from tho
Xcw York Cotnimrcial lulletm :
"Tho first business of tho Paris Mone
tary Uonferenco has been the exchange of
views botween the delegates; nud its torn
pornry adjournment nppcara to ho intonded
to ennblo tho representatives to report to
their respectivo governments and obtain
from them moro detinitivo instructions.
Thus far, littlo has been formally ac
complished towards tho formation of a
general international hi.mctallic union.
I'orhup such n result was novcr really
hoped for by tho governments calling tho
convention, although for vnrions renf-ons it
wns necessary to uinko tbo invitation gon
ernl. There was novcr nny prospect of
Euglnnd joining such n compact ; nnd not
much moro wns to bo expected of Germany.
It must, theroforo, havo boon coutoinplnted
to form a union thnt would uot includo
those countries; nnd it is reasonable to ex.
pect that, upon tho next assembling of lho
Conference, tho proceedings will ho di
rected towards forming n compact between
Mich nations ns nre willing to nixept tho
double standard upon a common basis,
leaving tnoso that dissent to retiro from
the proceedings. It turns ont, howover,
that moro has been gained from Euglnnd
and Gormany than might haye been anti
cipated. Both nations havo ''shown n
willingness to co-operato ns far ns they can
without surrendering their singlo standard
methods. Euglnnd will offer no opposition
to India taking its own course; and as tho
representative of tho Iudia Government has
declared strongly in favor of tho double
standard, this umonnlB to something of
importance. 'Gcrmnny, whilo declining to
change from tho single gold standard, is
yot willing to fncilitato n bi-metallic agree
ment between tho other governments. To
guarantee tho powers who might sub-scribo
.o a union, tho Imperial Government has
offered to nbstain totally from sales of
silver for n series of years, nud after that,
to graduato its 6ales upon a very modem to
scale. As snch nn engagoment would
shield tho bi-motallic nations against an
embarrassing influx of bilver into their
mints during tho earlier years of tho union,
it is nn offer of grent practical value. While,
horefore, England nnd Germany ennnot
o counted upon fnr partieirntinr "" 4l"
ibjects of tho Conference, yet tho coutri
otitions they nro both prepared to mnko to
wards the effectivo working of nn arrange
ment mndo by other nations, nro higly im
portant. " As matters now stand, thcro appears
to bo considomblo probability that n union
will ultimately bo formed on n broader
basis and better guarantees of success than
tho Latin Union has ever enjoyed. It now
seems that such ft combination would prob
ably ombraco Prance, tho Duited States,
British India, Italy, Holland, tho Scandi
navian nations, Switzerland, nnd possibly
Austria nnd Russia nlso. Such nn alliance
would bo amplo in its breadth nud influenco
to control tho movements of silver and to
restore that metal to its former vnluo tho
world over. Tho only point on which any
doubt could arise would relate to tho faith
fulness of nil tho nations to their engage
ments respecting tho free coinngo of silver.
Tho case, howover, admits ot no other
guarantee on that point than tho treaty
pledge aud tho honor of tho several gov
ernments; and it hardly scorns credible
that, with a, successful operation of tho
system, on lho one hand, nnd tho recollec
tion of tho disasters arising from tho Latin
Union departiug from tho principle on tho
other, ihero is any reasonable ground for
apprehension that this fundamental condi
tion of bi.motallism would over bo violated."
"IIe's a Brick." Very few of tho thon
sands who uso tho nbovo slang term know
its origin or its primitive significance nc
coiding to which it is a gmud thing to say
of a man, " Ho is n brick." Tho word,
used in its origiual intont, implies all that
is bravo, pat riot in and loyal. Plutarch, in
Lin " Life of .Agesilaus, King of Sparta,"
gives us tbo meaning ot tho tinnuit nnd
familiar expression. On a certain occasion
an ambassador from Kpirus, on n diplo
matic mibsiun, was shown by the King
over his capital. Tho ambassador know of
tho monarch's fnme -kuew that though
nominally only King of Sparta, ho was
ruler of Greece aud ho hud looked to sco
massito walls reariug aloft their embattled
towers for tho defenco of tho city, lint ho
found nothing of tho kind. Ho marveled
much at thin, and spoko of it to tho King.
"Sire," ho said, "I havo vUitcd most of
the principal towns, nnd I find no walls
reared for defense. Why is this ? " ' In
deed, Sir Ambassador," replied Agesilaus,
"thou canst uot have looked carefully.
Come with me to-morrow morning, and I
will show you tho walls of Sparta." Ac
cordingly, on tho following morning, the
King ltd his gueit out upon tho plain
where his army was drawn up in foil array,
and pointing prondly to tho patriot host,
ho said, "There thou beholdest tho walls
of Sparta 10,000 men, and tory man n
brick."
It is difficult for any one to understand
