Many diseases whoso origin onco scorned in
volved in an impenetrable obscurity, have,
with tho stimulus given by tho germ-theory
to investigations into the natural history of
specific diseases, been distinctly traced to the
ingestion of diseased fouc. And tho striking
and important results of these investigations
as they become more generally known, miut
sooner or later, according to tho respective en
lightenment of different communities, givo riso
to legislation upon tho matter, and to precau
tions among individuals, as to tho solection and
preparation of food aud drink. Front what has
already boon learned upon these mutters, it iB
clear that legal interference, may, in tho here
after, lie productive of much good in tho abate
ment or abolition of certain diseases which
havo been productive of n largo tncasuio of
mortality in tho nuiiunl kingdom, and mote es
pecially in man.
When wo receive cholem or typhoid, it ha-i

; the germs of tho disease must, with rare ex
ceptions, havo been swallowed oi titer with food
or drink, for it has been estahlielietl Unit
neither disease is either infectious or conta
gions iu the usual acceptation of those terms ;
bat that omauations front the sick contamina
ting water which is drank, will lead almost in
'Variably to tho production of the discaso cor
responding with that of tho patient from whom
the emanations aro derived. An epidemic of
typhoid which occurred noar Loudon souio
years since, was mado a matter of careful offi
cial investigation, ond, after tho expenditure
of much timo and research, its sourco was dis
tinctly traced to tho milk supplied by a certain
dealer in that article. No houBO had a caso
but such as had been supplied by this particu
lar dealer, and no person in auy house whero
tho discaso prevailed had been attacked but
such as had used tho milk in question, and no
house supplied with this milk was entirely ex
empt from the disease, excepting thoso in which
it was tho habit to boil the milk before using
it. The milkman, himsolf, ultimately died of
tho discaso. It was found that his son had
come from abroad with tho discaso in its in
cipiency; and, finally, that tho sewer pipo of
the house was leaking into tho drain In which
it was tho habit to wash the milk cans.
It is known that many animals useful to
man in supplying him with food aro subject to
various diseases corresponding to those occur
ring in tbo riuman family, such as cancer,
tuberculosis, trichina, tenia, and others too nu
merous, and needless for our present purpose,
to mention; and it has been proved that thoy
arc communlcablo from auitnals to man, either
by means of thtir milk which wo drink, or by
their flesh which wo eat; audit is csrtainly
reasonablo that wo should loek with a certain
degree of anxiety for tho establishment of such
precautions against their unnecessary intro
duction among human beings, as aro consistent
with common soma nml tho indications at hand.

building for Mr. Campbell, on tho corner of
Fort and Qucti streets, hnvo been genoiously
placetl nt tho disposal of tho Committee, for
this worthy object. Tho Library Association,
having scoured from tho Inst Legislature a
grant of n suitablo location, on tho innttkn
sido of Hotol street, mid Kwa Hide of Alakoa
Mtroot, have just adopted plans for n building.
This Library will bo it credit to tho city arch
itecturally, as well ns afford better accommo
dations to tho Association than its present
straitened quartern in tho Williams lllock,
Fort street. Tho Association aro about to
make an effort to secure nt once tho money
needed to erect tho building. Thoy havo it
fund of St, 100, mid generous friends have,
without solicitation, pledged large gifts of
monoy. In order to awaken public interest in
tho objects of tho Ashoclatlon, and ndd to this
building fund, a largo committee of Indies and
gentlemen havo arranged to hold a public ex
hibition of such articles of curiosity, elegance,
or scientific valuo ns might combine instruction
with amusement, profit with pleasure. Vari
ous sub-conimitlccs in tho departments of
painting find sculpture, coins and nrticlctt of
taste, Hawaiian antiquities, Chincso curiosi
ties, scientific specimens, etc., havo secured
the loan of n great number and variety of ttr
ticlcs. Kvory precaution will bo taken to in
Ktiro tho security of tho nrticlos loaned.
Locked cases will givo protection against any
of the light fingurcd gentry, who might forget
tho 8th commandment. Policemen will be on
guard day and night. Some member of each
committee will bo in charge of each depart
ment. Insurance policies will provide ngainst
the risk ot fire. Tho Library Association, iu
whoso behalf and by whoso vote, this exhibi
tion was inaugurated, guarantees tho safe ro
turn without lo.ss, damage, or delay of all ar
ticles loaned. Every evening of tho wcok
some entertainment will bo provided iu addi
tion to tho display of tho articles loaned. A
refreshment committeo will provide a lunch nt
noon every day; and, in tho evening, ice
cream and cake. Tho exhibition will open at
11 a. m,, and closo at 10 p. St., every day of
tho second week in May. Such is tho project
which will soon appeal on its own merits, and
for tho benefit of tho Lihraiy Ditildiiig Fund,
to tho patronage of our citizoim. Similar ex
hibitions in other places hav boon very buc-
cessntl. riiO' tiiurnry Association lias pro
vided many ontortainments of a high order for
its members, and tho public generally, gratuit
ously. This Loan Exhibition ought to ho
crowded, morning, noon and night, ltesidcuts
of othor Islands will find it to their advantage
and gratification to oomo to Honolulu to attend
this uniqito exhibition. It docs not aim to
rival the Centennial or tho International Ex
position, but will bo well worthy of tho at
tention of tho general public. iVo havo few
amusements open to all ; but Uub presents at
tractions for all classes, young and old of all
nationalities, and of every decrco of culture.

Daring the lucnmbeney of Mr. Carter, as Attor
ney General, a certain turnkey at the Station Hoaso
was removed from otBoo for noRligenee, in allow
ing the escape of a prisoner. Minos the resignation
of Mr. Carter, howovor, we aro informed thnt his
offence has been condoned, and the man has been
reinstated in his former position. How amazingly
kind tbo authorities are in certain cases to this
kind of persons I
A nnisaneo exists near the Head of Fort street, in
the shape of a largo pool of stagnant water iu n
private yard, filled with decayed and decaying veg
etation. It has been acknowledgad as such by the
Hoard of Health, and an attempt was onee mado
to drain it off by means of an open ditch dag
through the centsr of nn adjoining fot without per
mission of the owner. This trespass was stopped,
and the drain filled up at the demand of the party
Injured. Wo suggoat that it is the duty oi tho
Hoard of Health to sea that acknowledged nui
sances should be abated, and that it is about time
its Agent, or some one else, fouud a more legal way
of proceeding than in the former case.
Perjury Is a crime which seems to be growing iu
onr community j so much so, that few oases now

sorry Btatoof affairs indeed, and one which has for
homo timo past been n matter of common remark.

At last tho Government has imported tho lung
talked of Chinese interpreter, not, howevor, n Du

posed to bo the desideratum, ;but a Chinaman

guistic qualifications, we cannot see but that Mr,
