New Conditions Affecting Life in France.
M. A. Lcgoy t has continued his views of
the movement of population iu France,
with a study of tliu vital statistics of tho
nation for 1879. Tho population of
tho country continues lo iucrcusc, but at a
constantly diminishing rate. Tho hygionio
condition of tho pooplo has been improved
by the prevalenco of fgrcalcr oaso iu living,
the spread of vaccination, and increased
scientiflo oxactucss iu the hcaliug art; but
new causes of mortality, iuconlcstably
grave, have bcou iutroduced. Tho chief of
these is the execssi vo uso of alcoholic drinks,
signalized by tho moro geucral consump
tion of liquors dittillcd from grain aud tho
beet-root, taking tho place of wiuo, which
is likely to increase if the ravages of tho
phvloxera coutinuc. It is nUo marked by
au iucreaso of arrests for iutoxicatiou, of
parsons found dead, and of suicides, trace
able to this cause. Tho number of suicides
has almost quadrupled since 1827, whilo
the population has increased ouly ouo-fifth.
The growth of mental diseases is also detri
mental to public health and lougovity, A
new causo of mortality worthy of attention
is thecoutinued increase iu tho prices of tho
necessaries of life, accompanied by a de
crease iu the rate of iutercst on invested
fuuds. Tho populutiou decreased in 1879
in twenty-six departments, most of which
war is Southern Franco, where distress
waa occauouod by the ravages of the phyl
oxen. Iu details, tho vital reports for 1879
bow a slight iucreaso of marriages, a few
1m births, a few moro deaths, than were
returned ia 1878, aud u decioase iu tho ex
