The patcnicd .system by which Mr.
Shields, of I'crth, smooths the broken
surface of the sea is at the present
moment being put upon its trials at the
entrance to Folkestone Harbor. The
Chairman and Directors of the South
Eastern Railway Company have granted
the use of their pier to Mr. Shields for
his experiments. On the eastern side
of the pier, where the entrance to the
harbor is situated, a leaden pipe a
thousand feet in length, has already
been laid along the bottom of the sea.
The pipe is furnished with a series of
iron branches about two feet in length
and some seventy feet apart. Kar.h
branch terminates in a valve and a
brass rose like that of a watering-pot.
The main leaden pipe u connected at
its shore end with a force-pump placed
on the jiicr. Hy means of the force
pump oil is driven through the leaden
pipe and out of the small perforations
in the roses. The oil then rises in
minute globules to the surface and
rapidly spreads over a wide area. On
Monday morning a brisk easterly breeze
and a strong title made it rough
enough to cause some hesitation as to
sending the patentee's steam barge out
of the harbor. Kor the first time,
therefore, the virtues of the apparatus
were tested. Some fifteen or twenty
gallons of the chcacst rock oil (6d.
per gallon) w ere speedily pumped into
the troubled waters. The effect was
magical. In half an hour there was
not a sign oi broken water between the
pier head and Copt.
His name should be passed around.
Charles Salter, steward of the English
ship "Jupiter," was a witness of a
wreck off the Point Louis Rocks, on
the coast of Mexico. The sea and
wind were too treat to allow boats to
approach the wreck, and several shots
had been fired across the vessel, but
the line would not hold on to the shot,
and fell into the water. Against the
advice of his captain, who told him the
feat was impossible, Salter swam out to
ilie wreck with a coil of small line
iion his shoulders. Twice he was
beaten back by the waves on to tjte
beach ; but a third time he plunged in,
and after forty minutes' battle with the
breakers, the brave fellow reached the
ship and clambeied on board. The
small rope enabled him to haul a cable

and by means of what sailors call " a
buoy and breeches," a boy and three
ladies were sucresslully sent ashore,

beach. The work of rescue occupied
three hours, and only an hour alter
wards the wreck completely broke up.

The United States Treasury Depart
ment has intimated to the New York
('tearing House Association that it may
be necessary to settle the government
balances in silver. This is bringing the
financial- ouestion in regard to the
United States monetary standard to a
pretty close issue. One hundred and
twenty millions of dollars in the United
States Treasinv is only half what the
Hank of France has on hand usually;
but France has ceased ,to coin silver.
Congress refuses to pass any law limit
ing the silver coinage. Gold is lgin
ning to be exported. We have only
begun to feel the financial trouble be
fore us here. With exchange at five er
cent premium, our merchants will find
even twenty-five er cent profits re
duced, and then their exiwnses increas
ing as price, of other commodities are

In 1881 there were built in Great
lttiuin 6jo iron steamers; in 188,
there weie 674 built; and 710 in
1 88 j. This increase in three years is
alwut equal to the tonnage of all the
vessels engaged in foreign trade from
all the ports of the United States. If
we add the iron steamers built in other
countries, the total increase is about
like doubling all the merchant vessels
of the woiltl in alwut six years. It
would seem as if this were soon to
prove a case of over-production, as U
the ease now in so many other in
dustries, and that a depression and
