county board. If tho county treas
urer refuses to render an account or
make sellement when required, is a
defaulter and in arrears, or is yuiltv
of other misconduct, tho board may
romovo him and appoint a successor.
Neglect of duty shall be punished by
a Tine of not less than $50 llor more
than $1,000. -
County Atto'incy.
At the election for members of the
General Assembly there shall be
elected alatc's attorney for each
county. Ho shall take oath ar.d exe
cute a bond; prosecute and defend
county suits: give his opinion to
county olllccrs uud justices of the
peace; assist the uttornoy goderal;
and proceed against delinquent tax
payers. Sheriffs and Their Duties.
Sheriffs shall be commissioned by
the Governor after election', and shall
give bond in tho sum of $10',000. He
may appoint deputies and take their
bonds for his security. If ho fails to
turn over moreys to persons entitled
to receive thcin such pot son can
prosecute the sheriff's bond in the
name of tho people oPtho Territory of
Hawaii. Tho sheriff shall bo cus
todian of the court hou'so and jail of
his county, shall servo and return
writs warrants, processes, etc.,
shall be conservator of the peace ar.d
suppress riots and fighting, prevent
crimes and attend courts.
The Sheriff shall not practice as an
Attorney uor become security for any
person involved In a suit. Ho shall
net purchase property that he ex
poses for sale by virtue ot an execu
tion. Shoriff and special policemen
must bo citizens of tho United States
and residents of the county where
authorized to act.
Recorders.
In counties with a population of GO,
000 people or' more, there shall be
elected a rccordor of deeds, under
bond of $10,000. He may appointdep
utics. He shall file and record in
struments in appropriate books,
maps, plats and subdivijons of land
must first bo approved by tho legis
lative authority of the city, town or
village. Copies and transcripts shall
be authentic in any Territorial court
or record; books to be open to public
inspection with tho right to take
memoranda.
Duties of recorders and fees charg
ed are prescribed m detail, as also
aro tho dufies peculiar to clerks of
cornty court.

Qn page 10 of the bill, in reference
to tho issue of county bonds, it is pre
scribed that the county board "may"
submit such a proposition to the legal
voters of their county. This should
not lie optional, but mandatory.

Mr. Jas. T. Taylor came over on
Wednesday's Maui to spend a few
days in tho interests .of the shipping
company which ho lias organized.
On account of rough weather at
Hanaonlast Saturday, the "Clan
clino" fouled the schooner "H. C
Wright," and Wright's jibboomdam
aged the af terdeck of the steamer.
ThoS. S. Eureka is expected from
San Francisco at Kahutui about the
cud of tho month, and tho estimated
time for tho round trip of each of the
steamers on that lino is 40 days. Sau
Francisco, Honolulu aud Kahului arc
the only ports at which these steam
ers will touch.
Victoria (B. C.,) January 28-
The steamer Queep City, ' which
readied port from Cape Scott and
way ports this afternoon, added do
tail on her arrival of tho boat found
at Aliousett, which has been fully
identified as one of thoso belonging
to the Condor. The boat had the
round panel of hard wood, with tho
small brass letter "C" on both sides
of her bow and tho usual broad arrow
on her stem. With this arrow wore
the figures in Roman numerals XVI,
and below was S.I. I. B. or S. H. E.,
with tho cross bar of tho "H" wash
ed out. With this was the Sh., '98,
indicating that tho boat was built at
Shcorness in 1808, the date and place
where tho Condor was built.
