YOKOHAMA, Japan, Oct. 15. The position of the Japanese' Govern
ment in the negotiations with Russia has been outlined from ar source which,
though unofficial, is considered reliable. Japan will not tolerate any action
by Russia that will endanger the integrity of Core or involve the loss of
Manchuria to China. Japan's position is practically that which the United
States and other interested Powers have sought to maintain in preserving
China from partition.
