JQ The question of kanuka vs. haole is not jjoing find much place
in the county elections on Maui this full, v hich makes all the
funnier the break of Home Ruler Hihio of Labaina, who is running
for supervisor. In a recent backwoods political s peach, in which all
of his audience were Uawuiians, he let hisjnouth loose in an impas
sioned appeal, urging his hearers to scratch every haole and vote
kanaka straight. On the platform behind the speaker sat two haole
borne rule candidates, Cornwell for supervisor and Crook for auj
'ditor. Just whai his co-candidates thought of Hihio's scheme may
be guessed. It is such demagogues as Hihio who should be elected
to stay at home this fall, because any man, either haole or Hawaiian
who draws trie color line on Maui thus fall, proves himself unfit to
represent either as an official of Muui County.
JQ It is about time that prohibitive r ites were being done away
Villi, in the matter of fire insurance in Wailuku. There is no town
anywhere with a better system of water works than Wailuku, with
the added advanV, ge of one hundred and fifty feet of pressure
even in the higher portions of the town. All that we need is a num
ber of fire hydrants on the main corners and along the main streets.
It wes owing simply to.a stupid blunder that fire hydrants were
not put in at the time the water pipe was laid. These hydrants
should be put in at once, and a couple of hose carts provided, with
sufficient hoser Add to this a chemical engine, as is proposed, and
Wailuku would be as well protected frnn destructive firos as any
town could be. This being true, it is to be hoped that these safe
guards will be provided at as early a date as possible, and that a
.corresponding reduction be made in fire insurance rates,

j4 If the News were in any need of a specially long eared and
stupid band of jackasses, it would send to Honolulu and corral the
jury which made a kick at the Advertiser. The Advertiser put
its finger on a sore spot in our jury system, &o it is no wonder that
there was an unusual amount of kicking and braying. It was
notorious under the old color line system of selecting juries, that
Hawaiian juries could safely be depended upon to acquit Hawaiians,
or at least this was notably and observably true on Maui. Under
the present jury system this abuse has disappeared, and the jury
at the present term in Wailuku can safely be depended upon to
try cases fairly, in the case in point in Honolulu, there was no
: charge ugainst the personnel of the jury which was to try Kamuela,
and thei Jurymen who made the kicks were simply "false alarms"
who fell to kicking before they were spurred.
jQJ One of the teachers who was sent to the Philippines, and a
prominent educator by the way, raises the point that it is a waste
of time to teach tho Filipino children the English language which
they never need or will use, and that they should be taught in the
Spanish language, which is their mother tongue. He also makes
.the further point that the attempt of the American teachers to
learn and speak the Spanish language in the Philippines is a fur
ther cause of disgust to the Filipino children who know and ap
preciate classic Spanish. At first the point might seem to be well
taken, but after all it is a narrow pedagogical vieyj of the question.
The main thing is to Americaniza the Filipinos and it can be done
no other way than by teaching them our language. Qt course it
will prove a difficult task at first, but it should be done."
Two important events have just happened on the Island of
Hawaii, the first being a meeting of the agricultural society and the
second being the volcanic eruption. Hasty readers are apt to
attach more importance to'jhe last mentioned event, but as a mat
ter of fact that is an insignificant matter when compared with the
lasting benefits to be derived from pushing1 minor industries on
the big island. The scope .'of discussion .at the meeting of the
agricultural oociety indicates tnat Hawaii is. on, the eve of big
development of" little industri.es, and the other islands should
watch and imitate their example. .

f3 Judging from the latest telegraphic reports it is now strictly
iip to Japan to decide whether or not there is to be a war between
Japan and Russia, and Japan also begins to understand what a
broken reed the Anglo-Japanese treaty would be to lean on in case
of trouble.' The result is that Japan finds herself in a pathetically
ridiculous hole, and must scramble out the best she can, because
it must now be obviously plain to Japan that! war between herself
and Russia single-handed will simply prove a national hari-kari.

degree, it has become apparent

of republican votes, caused by the shifting about and removal of
a large number of men who voted the republican ticket, two
year ago, and who would do so again, if here, whila many new
comers are not on the register.

BY AUTHORITY
PROCLAMATION.
Whereas, Act 31 of the Regular
session of 1903 of the Legislature of
the Territory of Hawaii provides that
an election shall be held on Novem
ber 3rd, A. D. 1903, for the purpose
of electing County officers, and that
at least sixtj days prior to the 3rd
day of November, A. D. 1903, the
Governor shall issue a proclamation
for such election: ,

therewith, 1, SANFORD B. DOLE,
Governor of the Territory of Hawaii,
hereby give uotice that a special
election for County officers of the
several Counties of the Territory of
Hawaii, will be held ou Tuesdny the
3rd day of November, A. D. 19011,
between the hours of 8 o'clock A. M.
and 5 o'clock P. M., in each County
throughout the Territory, except
the County of Kalawao includir.g
Kalaupapa, Kalawao and Waikolu
on the Island of Molokai.
The Counties are as follows:
County op Oahu: including the
Island o' Oahu nncT all other Islands
of the Territory not included in any
other County.
Cocntv of Maui: including the
Islands of Maul; 'Molokai, Lanai and
Kahoolawe and ad other Islands! with
in three nautical miles of tbe '. shores
thereof, but not including that part
of the Island of Molokai known as
Kalaupapa, Kalawao and Waikolu.

Second Precinct---All that portion

westerly boundary of thu First Pre
