g.jnts of Tananni as belligerents Avill receive the outspoken sup
part of all Ameiicans, just as it had already received the quiescent

ratify lie Pnnania Canal treaty, it will thereby preserve the- integ
rity of its possessions, , If not the District of Panama will either
boconiC! an independent republic and the pet of the United States,
or better, it will become an integral portion of the United States
In imy event, the Panama Canal will be completed at as early aday
as American brains and energy can accomplish it. Whilo the
United States would not needlessly permit the dismemberment of
any one of the South American republics, yet the construction of
a water-way across the Isthmus of Panama is of such importance
t the whole world that it, cannot be long delayed by American.
railroad money and Colombian venality.

The subservience of the home rule vote on Maui to the dictates
of its leaders is a pitiable commentary on the ability of the mass of
ITawaiians to properly exercise the elective franchise. Many even
ol the more ignorant ones injWailuku would gladly have voted for
some of the republican candidates, knowing them to be the better
men, but they had been told by their leaders that if they scratched
even one of the home rule candidates, they would thereby invalidate
their whole ticket and cause it to be thrown out. Believing this,
they felt simply coerced to vote the straight home rule ticket.
While it is the inalienable r'ght of every American citizen to vote
as he pleases, still where men can be voted like machines, as was
djno by the home rulers on Maui, it goes without saying, that de
ploranle results will necessarily follow. Until the Hawaiians are
sufficiently educated to learn how to vote their honest convictions,
elections will be a farce, and constant trouble will be with us. ,
S The full report of Auditor Meyers', so far as the investigation
in the office of the Clerk of the Circuit Court is concerned, appears
in this week's issue, from which it appears that the clerk was
honest, although negligent in several matters.? Mr. Crook has
always borne a high reputation for probity and no one really be
lieved that he was short in his accounts. That he is our newly
elected auditor is a matter of grave concern, in view of the serious
responsibilities which will rest on him. However.the News predicts
that having learned a needed lesson he will prove himself a com
petent auditor, so far so least as writing up his books is concerned.
e e o
j4 County government is an accomplished fact on Maui, but the
Hawaiians must not expect that this will put bread into their
mouths. The only object of county government is to effect an
economical administration of municipal affairs, and here, as in the
States, the mass of the people of the county need expect no direct
personal benefit, but will have as heretofore to depend, on their
brains and muscle for a living, the only beneficiaries being the
county officers and their deputies and employees.
2 Had the prediction of Cobden, the great apostle of free trade
in Great Britain proved true, that Great Britaiu would always re
main the workshop of the world, that fact "would have remained as
an enduring foundation for free trade. Today America and other
countries are finding a market in Great Britain for manufactured
goods, which will necessarily have one of two effects. It will either
cause hard times among British skilled laborers or it will drive
Great Britain to the adoption of a protective tariff.
,
jQ Superintendent Henry E. Cooper does not make many dis
coverable mistakes, but it does seem that his zeal in finishing up
the many matters.on which he has been working hard for months
has lead him into undue haste. The News acquits Mr. Cooper of
intentional wrong, because be probably knows that the council
' would not stand for that sort of thing, but it would have been only
courtesy for mm to have deferred action until the new governor
is installed. , , ...
?3? Now that the elections are over, the attention of the whole
people of the Islands should be at once directed to the matter of
attracting tourist travel to the Islands. This is a' rich field for
exploitation, and every one can' do a little to help it along. If you
have friends in the States, take pains to secure attractive pictures
and literature and forward . it to them. Do not leave it to the
Hawaiian Promotion Association to do it all.
From the development of affairs on the Isthmus of Panama it
is becoming evident that there was a prior mutual understanding
not only between the United States authorities and the Panama in
sursrents but also between the united btates aud the foreign
powers. The building of the canal is one of the world's grea'
nieds, and nothing but heroic measures would have accomplished
it under existing conditions.
fje The project of Mrs. Theresa Wilcox to organize a political
s jrosis on the Islands is one of more than ordinary interest provid
el it proves successful. It is confessedly true that Hawaiian
women exercise a strong influence in home matters and it can be
readily understood that a combined effort on their parts would be u
potent factor in swaying elections. Pleas,e keep off of Maui, Theresa
yea XrighUa us.
