THE MAUI NEWS SATURDAY, JUNE 10, 1 90S 3 r BY AUTHORITY COUNTY ELECTION PROCLAMATION I WHEREAS, ACT 39 of the Regu lar Session of 1905 ot the Legislature to the Territory of Hawaii provides that an Election shall be held on the Twentieth day of June, A. D. Nine teen Hundred and Five, for the fiist Election of County Officers, and that a proclamation shall be made by the Governor immediately upon the pas sage and approval of said Act: NOW, TE1EREFORE, In accor dance therewith, I, GEORGE R. CARTER, Governor of the Territory of Hawaii, hereby gives notice that a special election for county officers of the several Counties of the TerrU tory of Hawaii, will be held on Tues day, the 20th day of June, A. D. 1905, between the hours of 8 o'clock A. M. and 5 o'clock P. M., in each County throughout the Territory, except the County of Kalawao Including Kalau papa, Kalawao and Waikolu on the Island of Molokai. The Counties are as follows: 1. THE ISLAND OF OAHU and all other Islands in the Territory not Included In any other County, and the waters adjacent thereto, shall be the County of Oahu, with its County Seat at Honolulu. 2. THE ISLAND OF HAWAII and all other Islands lying- within three nautical miles , of the shores thereof, and the waters adjacent thereto, shall be the County of Ha waii, with its County Seat at. Hilo. 3. THE ISLANDS OF MAUI, MOLOKAI, LANAI ANDKAHOO LAWE and all ether Islands lying within three nautical miles of the shores thereof, and the waters ad jacent thereto, except that portion of the Island of Molokal knjwn as Kalaupapa, Kalawao and Waikolu and commonly known and designated as the Leper Settlement, shall be the County of Maui, with its County Scat at Wailuku. 4. Whereas, Act 54 of the regular session of 1905, of the legislature of the Territory of Hawaii, has amend ed Act 39, entitled "An Act Creat ing Counties within the Territory of Hawaii and Providing for The Gov ernment Thereof," by striking out the words "an Assessor and Tax Collector" in section 12, Chapter 6 of said Act 39, and by striking out the words "and a Deputy Assessor and Tax Collector" in Section 13, Chap ter 6 of said Act: Now, Therefore, iu accordance therewith, I George R. Carter, Gov ernor of the Territory of Hawaii, hereby give notice that all referen ces made to the election of Assessors and Tax Collectors, and Deputy As sessors and Tax Collectors, in the County Election Proclamation issued by me on the 17 th pay ot April, A. u. 1905, are hereby eliminated; and that no' Assessor and Tax Collector, and no Deputy Assessor and Tax Collector will, or can. be elected at the First Election of County Officer to be'beld on the twentieth day of June, A. With the twenty-fifth day the extra session came to a close latt night about 8:30 o'clock. There were three messages at the afternoon session from the Governor, one notifying the Legislature of bis having signed the Loan Bill and the others vetoing certain times of the current expense and salaries meas ures. The following message wes re ceived by both houses and disposed of as noted, item by item: Herewith, I return House Bill No. entitled ''An Act Making Appro priations for the Departmental Use of the Territory," as I am unable to approve of the following Items: Department ot Health. Care of Lepers "'Stamped enve lopes, letter paper and postage stamps for free use of lepers and suspects in custody, $1,500,00." ' Veto sustained by Senate and overridden by the House. This item does not appear In the present appropriations. It is a revival of an item which originated in a small appropriation to purchase stamps for those unfortunate lepers who were without means and unable to work, and which finally developed into an appropriation to furnish stamps to the nine hundred or more patients at Molokai. This item goes further, and furnishes stamps and stationery, not only to those at Molokai, but to suspects in custody. It is clearly a luxury; and the items carried in the various appropriation ftills which directly and indirectly are for the support and benefit of those who have leprosy already place a heavy-tax on the community. Care of Lepers "Incidentals to be expendee by the Superintendent for the purpose of enter taiments at the Settlement, $800,00." Veto sustained by Senate and overriden by the House. This item is also a luxury, and can not be afforded by the Territory. Exclusive of the foregoing, the Salaries and Current Account Appropriations carry very nearly $300,000.00 of appropriations to say nothing of items in the loan Bill for the erection of a home for children cf leperous parents. Of the aforementioned items, four are new, and carry $13,800.00 As I have repeatedly said, the community has never hesitated to furnish those necessities which are needed for the comfort of those who have thus become a public charge, but it is not in a position to furnish them with luxuries. Hospitals "Malulani Hospital, Maui, $6,000,00." Veto overiden by Senate (12 to 3) and House. The question of public hospitals is one that can only be fairly deter mined In connection with the facili ties which are found in each locality. On the Island of Hawaii there is no large hopital, and the population and importance of Hilo perhaps warrant an expenditure of public funds in the support of such an insti tution there. Formerly the Malulani Hospital, on Maui, was the omy institution of its kind there, and supplied a need in case of emergency for the whole island. Now however, the more generous and best equipped sugar estates have provided themselves with small hospitals, primarily for the benefit of their employees, but in most cases other patients can secure treatment, Thus this institu tion now no longer falls within the class which should be maintained at the expense of the taxpayers of the entire Territory. Herewith I return Senate Bill No. 2 entitled "An Act Providing for Salaries and Pay of Employees of the Territory," as I am unable to approve the following items: Department of Justice, Second Circuit. Salary of assistant clerk and bailiff of Circuit Court and clerk and interpreter District Court ($50.) $1,200.00. Veto sustained by Senate and House. From the amount of work brought before this Circuit Court in compari son with other circuits, there does not appear to be any reason for giving this circuit assistancs which is denied to all other circuits but the First. I can see no reason why, if a bailiff is allowed in this case one should not also be given to the Third and Fifth Circuits, which handle at least as much work as the Second ,The Legislature has already raised the salary of the deputy clerk in this court from $75 to $100 a month, and thus probably expect more work to be accomplished. I cannot approve of the item. Sanitation. Salary of Sanitary In spector and inspector buildings, plumbing and house sewers and in spector of dairies and milk, fish and food, Wailuku and Kahului ($75), $1,800.00. Veto sustained by Senate and House. Places New Burdens. This is a new item, placing a new burden on all the taxpayers of the Territory, and if allowed for Wai luku, would open the way for a similar position in other communities such as Lihue, Lahaina and others. The wide variety of duties prescribed by this item indicates that one per son's entire time would be fully occu pied ; but on the other hand I doubt if all the various inspections could be faithfully attended to. I therefore disapprove of the item. It is noteworthy that in this bill there are some twenty-four instances where salaries are raised, of which twenty positions happen to be held by those of one race; and there are seventeen cases in which there has been a reduction of salary, thirteen of which applied to a different rtce. This Territory is not in a financial position to care for its indigent sick, except in the case of one or two of the most remote districts; $10,080.00 was recommended as a fair amount to be distributed by the Board of Health from time to time as the necessities of the various districts were clearly shown, but the above hopelessly complicates the matter. It is hardly reasonable to expect three physicians who are now receiv ing $10 a month for simply reporting births and deaths in their district, to examine the public schools, attend the indigent sick, and also make au topsies at coroners' inquests, all free of charge. And yet if they decline to do this, it is no longer possible to have them report the births and deaths. Nor is it probable that in nine other districts where $25 a month is provided, physicians will un dertake these additional duties, when at present , in cases of autopsies at coroner's inquests they are paid ac! cordingly. Were it poesible to approve part of an item, it might be well to pro vide such districts on . Hawaii as North and South Kona, South Koha la and Puna; on Maui, such districts as Hana, Kaupo, Hamakualoa; on Oahu, such districts as Koolau poCo and Koolauloa; on Kauai, Hanalei; and the Island of Molokai with phy sicians. But the Item is presented as a whole $26,160 by fair the larger portion of which is inadvisable and a considerable portion of which cannot be used. County Nominees. HONOLULU, June 1.
