THE PROGRESS OF
THE CAMPAIGN.
The district candidates for the Dis
trict of Wailuku were the guests of
the Waiehu and Waikapu sub pre
cinct clubs on Monday and Tuesday
evenings respectively. At Waiehu
an enthusiastic audience greeted
the candidates, .and words of good
advice given by them were greeted
with responses of "polelei." The
Hon. H. P. Baldwin was greeted
with loud applause showing that he
is personally popu'ar in this strong
hold of Home Ruleism. Hon. W. J,
Coelho, who gave an account of what
he did in the legislature, also receiv
ed an ovation and when the Hon.
Kepoikai in a few well chosen words
exposed the duplicity practiced by
the opposition in their efforts to
get votes, and the Hon. Kaiue said
that the ''itner ' workings" of the
Home Rule party had been too much
for any honest man to stand by, and
enumerated reason after reason for
his leaving the party, it became very
evident that Home Ruleism in Wai
ehu as a straight ticket proposition
is a thing of the past.
The audience at Waiehu was the
largest gathering that this little
hamlet has ever seen, practical
ly the whole district turning out
to listen to the candidates. A great
many of old time Home Rulers volun
tarily pledged themselves to support
the District candidates of the Repub
lican. Hon. H. P.- Baldwin super
visor, S. Keliinoi Deputy Sheriff,

nesday evening; just as at Waiehu,
the speeches of the candidates were
frequently interrupted by applause,
and though it was quite late when
the meeting broke up, the crowd re
mained enthusiastic to the last, and
from niurmuriugs heard since that
evening it is evident, the candidates
have made a strong impression on the
rank and file of the opposition,
The County office candidates will
stump Wailuku District next week,
beginning Wednesday evfning, after
their return from a tour ot East
Maui.
Their tour of Molokai was a suc
cess from a political point of view
and they have great confidence in
their ability to carry Molokai and
Lahaina Districts. The Lahaina
workers are sure of their Deputy
Sheriff being able to carry the houors,
while their Supervisor is as good as
elected, being the only nominee in
the field for that office.
Makawao district is also confident
ot carrying their local men, Deputy
Morton being a strong card and Tom
Church of course having no opposl
tion. W. E. K. Maikai who is running
against Morton is reported to be
losing strength, a great many of the
local Home Rule leaders, especially
in Kula, pledging themselves to sup
port Morton, through they may vote
for the opposition for county officers.
The latest reports from Hana has
shown that the workers there are
confidant also of carrying their local
ticket, though the Kalua men who
are running have been endorsed by
the opposition.
From the present indications the
local tickets will carry the day, and
as the workers in the different dis
tricts are very confident that the
county ticket will also run strong,
there is no doubt that the county of
Maui wili be under the administra
tion of a strong conservative element.

CASH FOR COUNTIES
HONOLULU, June 3. Estimat
ing its 'revenue by the income the
Territory had last year between
July and December, the County of
Oahu will have an income of $227,
375.24 during the first six months
of its existence, from which $125,-
UUO lor the lerritory, for outstand'
ing warrants, will have to be de
ducted. The income, were it not
for the $1225,000 would come in
monthly installments of $37,729.04
per month, while if the $125,000 is
taken out monthly pro rata, the
income of Oahu 'County will be
only about $17,000 per month.
Under the law, apparently, the
Territory might simply give the
county nothing until the $125,000
had been gathered in and this
would leave the county in a pecu
liar position. The same conditions
apply to all the counties.
The first warrants to be drawn
for the counties will be drawn by
Auditor Fisher on July 31. The
amounts are for Fisher to settle.
He is required to estimate the tax
payable to each county during the
year ana draw a warrant for ten
per cent of the amount at the end
of each month. This is the way
the counties are supposed to get
their financial start.
Auditor Fisher said this morning
that he had not figured yet on the
amounts to be named in the war
rants. The figures given above,
however, he ascertained from last
year's report. Col. Fisher said
that all he had to do in the matter
was to draw the warrants on the
treasury.
''There will not be any money
10 meet tnc county warrants,' said
Treasurer Campbell, "I don't
suppose we shall he able to pay
mem untu xvovemoer. 1 suppose
they will be presented by the
county treasurers and will be re
istered the same as any other war
rants. There will be no difference
between them and other Territorial
warrants, so I should think that it
will be possible for the counties to
discount them at the two per cent
rate which applies to all our war
rants, and thus pay cash to their
employees."
Under this plan the actual
county warrants would appear to
be better than the Territorial. The
counties will le losing two percent
discount on all the warrants they
get from the Territory, but there
will be cash vith which to pay
county warrants at face value.
