The Legislature and It. would seem about tune for the
Interpretation.. members of the legislature to do away
with the time killing and money losing method of running the
legislature by means of an interpreter and fortunately for the tax
pajers the members elected from the island of Maui are all quali
fied to fill the duties of the offices to wliich they have been elected
without an interpreter.
The foolish extravagance of the legislat ures of the past has caused
maDy electors to declino to vote for any of the members running
for the office. If the members will study the work before them
and enter their duties with a well'definod plan of work they may
accomplish much in a short time and give the people butter law
than we have as yet enjoyed and at for less expense than has boon
done by former legislatures. ,
The declining vote received by 'the Home Rule candidates leaves
no doubt of the fact that the Home Utile party is dead for all time
to come and it is time that the tactics of this party should die with
the party that brought them into being.
It is to be hoped that the members will cutout all useless oflices
and needless expense and conduct the oflice in a business like
manner rather than as the set of banderlogs did in the past.

Children's Disease in Hawaii.

heria on ceutral Maui and the con
sequent closing of the schools the
following address by Dr. A. G. Hod
gins before the medical Society at its
recent meeting will be of great local
interest but should not deter the peo
ple from taking strict measures to
aid in stamping out this dread disease.
Mr. President and Gentlemen:
We are fortunate in Hawaii as re
gards children's diseases, not only
from a lack of several of the severe
ones, but also from their mild charac
ter. It is, indeed, a "Children's
Paradise" for the first few years of
their life. '
It is true, the mortality in children
here is very high, but it is not due to
climatic conditions, but to our many
nationalities who seem to bo unable
to understand the necessary care
and feeding of children.
It was a great surprise to tne, as I
went over the mortality reports of
. the Board of Health, to find that
about fifty per cent of the deaths in
children under five years of age for
the past five years were due to gas
tro-eDteritis.
This car not be called a disease of
children, in the fullest sense of the
word, but is simply carelessness and
lack of intelligence on the part of
mothers, as in almost all cases it is
due to errors in feeding untensils.
It seems a shame that so many
children should be sacrificed every
year where, with proper care, the
majority of them could be saved. On
the other hand, take the same na
tionalities in other climates, and I
believe the death rate would be
doubled.
Hefore going into the history of
ordinary children's disease here, I
will give you a few statistics gather
ed from the Hoard of Health Reports
of Infectious Diseases. These, no
doubt, do not cover all the cases, but
will be a very fair criterion to judge
from.
D1PI1TERETIC AND TUBERCU-
LAR.
I find diphtheria cases reported as
follows:
1901, 8 cases: 902, 8 cases; 1903
5 cases; 1904, G cases; 1905, 5 cases;
1901!, to date. 7 cases.
We must take into account that
some of those cases may have been a
follicular tonsillitis, as no doubt a
microscopic examination . was not
made in every case.
In the past six years two cases of
scarlet fever have been re ported.
Typhoid fever, nineteen cases un
der ten years of age in the pastsix
years.

Tubercular disease, ten cases under
teu years in the past six years. The
statistics of tubercular disease, I be
lieve, arc greatly underr ted, as I
think any medical man here will con
firm.
As measles, whooping cough and
the other commoner children diseases
are r.ot reported to the Hoard of
Health, I can only go on what I have
sen in practise, so shall refer to
each oie separately.
MEAS..ES AND WHOOPING
COUGH.
Measles flourish here, but are very
mild, and any ravages of epidemics
are due to lack of care more t han to
the severity of the disease.
Whooping cough is very similar to
measles, rdnning a very much short
er and milder course than in the
colder climates. The spasms of
coughing are light and are not usual
ly followed by vomiting, as observed
elsewhere.
I have also noticed the lack of com
plications following measles and
whocping cough here, whereas in
other places, at certain seasons of
the year, these involve as hith as
twenty to twenty five .per cent of
the cases. I have yet to see here a
case of broncho pneumonia, enteritis,
middle ear disease, meningitis, nep
hrltis or conjunctivitis following these
two diseases.
Chicken-pox is very common he "P,
but amounts to very little.
Of small pox, with the exception,
I believe, of one epidemic, we have
had no experience, due to our ex
cellent quarantine service. No doubt
if it was introduced here it would be
very severe, owing to our population
and their habits of living.
VACCINATION.
One th.ng which, I think, Id of
great interest to us a point made by
Schudbo in his book on "Diseases of
Warm Countries," that immunity
from vaccination does not last long
in warm climates, sometimes not
more than a year or two. Owing to
i the absence of disease here we have
been unable to say whether such is
I the case iu Hawaii. '

Diphtheria is not coinmoe, spora
dic cases ocurring at long intervals,
but the severity of the t rouble i not
lessened any. I have noticed that
we do cot have the epidemics here
following a case, although dozens of
children have been exposed to it,
whereas in other places children so
ex nosed are almost sure to have the
disease. I can only account for this
on the principle that the children
are out in the sun and fresh air most
of the dav, and this exposure ,s
enough to destroy all infect'on.
Scarlet fever is unknown here.
Tetanus is rather common, due, no
doubt, to thechildren running around
iu their bare feet the whole year and
in this way being greatly exposed to
infection. It runs a very severe
course, the mortality being high.
Pneumonia, both the lobar and
croupous, are extremely rare, due,
no doubt, to our equable climate.
Influenza is very common aud runs
the usual course as in other climates.
Mumps are common, but very
mild, and lack the complications
found in other places.
