cent., Lahaina, 23 per cent., liana,
13 per cent., Molokai, 7 per eeut.
This would give each district for
the semi annual period the following
amounts which may be added to
later.

It was decided to definitely dispose
of tho subject on Friday as Supervis
or T. M. Church was absent on ac
count of illness.
In the afternoon of Thursday J. H.
Wilson was appointed County Sup
erintendent of Roads.
A recommendation of County En
gineer Hugh Howell was taken up
and action will probably bo taken on
tho same before the session ends.

hereby recommend the following as a
remedy,
1. Constitute tho Clerk or his
deputy as the Purchasing Agent of
the County for all articles purchased.
2. The County Engineer, Road
Oversoers or other officers hereto
fore authorized to purchase mate
rials, or who may be hereafter autho
rized to do so, to do so only through
said Purchasing Agent, specifying
each item, place of delivery, the ac
count Jo which said items are to be
charged, the place whore the ariiclos
a-e to be purchased (this at the
option of the ofllcer desiring tho
goods) and any and all special direc
tions that may be necessary to in
sure the order being properly filled.
3. This order may be transmitted
to tho Purchasing Agent by tele
phone, mail or 111 person, as circum
stances may require, but in all cases
cases a writted order must imme
diately follow a telephonic or person?.!

4. The purchasing Agent shall
immediately upon receipt of each or
der enter same in full in an order
book Kept for - the purpose, 0110 for
each district, the orders to be num
bered consecutively, and made in
duplicate.
5. Tho Purchasing Agent may
then telephone tho order to tho mer
chant or firm supplying tho goods,
and his order must state tho follow
ing:
Dato, number of tho order and
name of district consignee, place to
be delivered, also with instruction to
shipper to send a salos tag to the con
ignee with the goodsi .
tf. Tho Purchasing Agent must
then, on tho same day, mail a con
firtnatlon order to the merchant or
firm, or if immediate delivery is not
requirod, tho telephone order may be
omitted.
7. Upon receipt of the goods, the
consiguco must immediately check up
same with the sales tag and original
order, and If found in order, certify
to tho fact by means of the usual
check mark opposite each Item, and
his signaturo below. If not found in
orddr, the matter must be adjusted
at once, and the Purchasing Agent
notified.
8. The sales tag, either certified
to as corresponding to the goods re
ceived, or with deductions or substi
tutions that aro permanent, must be
mailed to the Purchasing Agent at
tho earliest possible moment.
9. All bills can then be sent in to
the Purchasing Agent at the end of
the month, andopproved by him when
found to conform with the returned
sales lags, properly certified to.
10. No bill is to be presented to
the Board until in due form as abovo
noted, and all persons and firms sup-
plying goods to the County to bo
