T''e public lands of the lerr'tory
of Hawaii mm prise about 1,720,000
acres. Of this total there are some
500,000 acres which may he classed
us barren, owinjr to the fact that
Ihey are rugged and inaccessible
mountain tracts, hopeless in the ex
treme as homesteads. Under the
classification of grazing or forest
lands there are included 1,000,000
acres, leaving, according to the pre
sent division, only about 220,000
acres of socalled first class agricul
tural land. Of this there are 25,000
seres which are classed as kula or
rice and taro lands and sugar lands.
This is not a close classification, for
of the million acres of forest lands
experience has shown that probably
10 per cent, are as highly productive
as any of the lower areas.
The higher lands those which
have heretofore been known only as
came innus, and more recently as
foret reserves are now bt-iug made
more easy ol access through the bjild
ing of roads where furmerly only
trails were used, and the value of the
acreage will increase in proportion
as they are opened. The lands are
often so situated that cultivation will
make them as great conservers ot
rainfalls as if they were kept in
forests, and thus there is a consequent
prospect that the near future will see
many hundreds of acres added to the
Amonp the lands classed as agri
cultural there are acres which are 'in
close contiguity to sugar plantations,
and some of these are not available
for general agriculture, except where
special arrangements have been made
with the plantation for the use of
water for Irrigating purposes. The
lend laws of Hawaii can be amended
by Congress only, and there have
been no changes made since annex
