HI 1.0, November 25. Judge Parsons, in his charge to the Grand
Jury, presented a number of cases to that body including use of deadly
weapons, robbery, burglary, and other acts of violence.
He defined the legal powers of the grand jury, acting as a deterrent
to malfeasance in olliee. He referred to the needless waste of public
funds by those in public office through extravagance and ignorance.
He also called the attention ot the jury to excessive expendituieof funds
for labor and material, the appointment of persons as clerks to do the
work for which useless officials are paid, the dismissal of skilled over
seers and the appointment of petty politicians in their places and the
employment of laborers who will not labor.
He says the jury must make no consessions to charlatans nor pan
der to the ignorance o the electorate. If the laws are to be upheld no
other question need intervene.
HONOLULU, November 26. Attorney Charles Creighton died of
