Kalapana Land 0per lias
1IILO, Feb. M. A few montlrts
no tiio Count' of Hawaii was an
xious to secure a strip of land to
complete a road near thoposlolliee
at Kalapana. The land belonged
to If. II. Ilaaheo who was asked to
nalne a price at which he would
sell the land to the county. lie
did so and the County Attorney
recommended that the offer bo re
fused as the price, was Exorbitant,
equal to 1 cents per square foot
for lava rock. The-deputy tax as
lessor got out his returns to Fee
M,r. Ilaaheo's sworn value of th
land for tax purposes. There' was
evidently'a discrepancy somewhere
for the two values did not agrcp,
Mr. Ilaaheo was notilibd that thorc
would be an immediate ch'aiij; in
tho amount of his taxes. This
made Ilaaheo do some thinking
and .'hp wrote a letter to. the Hoard
of Supervisors in which he stated
that he had asked tho c6unty to
pay the exorbitant pried of 2J
cents per square foct for a right of
way, but he now begged the Board
to take tho land as a gift "for tho
benefit and welfare of the people.of
the county and of tho district of
puna." Tho gift was duly accept
ed with thanks and Clerk Pua was
directed to arrange for the trans
fer of the land. In the meantime
tax assessment quotations .remain
normal at Kalapana.
By the passage of two resolutions
the Board of Supervisors prohibit-'
ed future incurring of district road
debts without authority of the
board,' except in emergencies, and
provided for clearing off such debts
heretofore incurred. These are the
"That no road supervisor shall,
except in cases of necessity fur tho
immediate repair of damages, in
cur any indebtedness in excess of
the amount to tho credit of the dis
trict, unless said expenditure be
especially allowed by the board,
under penalty of immediate dis
missal." This passed five to two.
to transfer the sum of .$25,000 from
the general fund to the credit of
tho road funds of the different dis
tricts in accordance with the table
of percentages now in force said
funds, whenever so transferred to
be used and applied' solely and ex
clusively in the settlement in each
distiict of all debts incurred dur
ing 1!)07, and to be used for no
other purpose until said debts are
first paid." Adopted, five to two,
1 hero has recently been a change
in tho membership of the Honokaa
police force. One of the bravo and
vigilant arrested two offenders of
the public pence and morals, tak
ing $75 bail from therm Ho then
proceeded to tho houso of a friend
where, it is stated, ho imbibed once
and more frequently. Being tired
after his unwonted. official duty he
fell asleep. Later, he awoke but
tho $75 bail money was gone, so
the officer decided to mako another
arrest and, to mako sure of his
prisoner, arrested and handcuffed
his friend. Then tho guardian of
tho peace took another drink and
Wliilo ho slumbered tho couplo
who gave tho bail made up with
the offended Territory of Hawaii
by getting married. The next act
revealed tho officer's latest captive,
Unattended, but still handcuffed as
securioty for the missing seventy
five, wandoring into tho jail and
askijig to be relieved of his brace
lets. As tho bail money was not
discoverable, friends and relatives
of the oflicer mado it good.
"Final scene" tho Herald re
lates "nol. pros, in the case of

case of the handcuffed friend, and
