Asked ns to liow long a time
should elapse hefore giving the ap
plicant a patent to the land applied
for after the fulfilling of all of the
conditions rt quired he said that lie
thought that proiiahly ten y ars
would not Ik- too long a term for
those who were in ernestand honest
ly desired to make their homes on
the land. He favored a long teini
and that the terms of the contract

dummies who were taking up lands
for others would find it impossiUe
to do so.
Oarl Smith of the t'ommissioii did
most of the speaking for the hoard
and by his system of questioning he
drew from the various speakers their
views in a short time.
Land Agent, V. O. Aiken was a
conspicuous figure at the met ling
and defended the present system of
administration and the land laws
that are now on the statute books of
the Territory.
It is unquestionably true that
there is a popular demand for land
among the people and as the govern
ment is supposed to be for the best
interests of the public a change
should He mailt- in the administra
tion of our land department that
would make it more easy for the
public to acquire homes and thus
form a larger population that would
feel a deeper interest in the welfare
of the country than they do now.
The Land
Commission
Meets Maui Residents in
Wailuku.
Three of the members of the Land
Commission J. P. Cooke, S. M.
Ivanakanui antf Carl Smith, appoint
ed by Governor Frear to investigate
the land laws and make recomend-
atfons as to the wishes of the public
in the matter of the administration
of the land ollice as well ns any
changes in the laws that are gener
ally desired arrived in Wailuku
Saturday morning ami listened to
suggestions from manyif the lead
ing citizens of Maui.
In the main the demand was for
a more liU-nil land law and admin
ist ration of the ollice by which lmiie
lide home stcadcrs could acquire and
get a patent to their homesteads
while extending the time required
io get a fee simple title to their lands
in order to keep out those who wish
to speculate in tin' lands or to ac
quire them who are already holders
of large traces of land.
Charles Wilcox favored doing
away with the nine hundred and
ninety nine year lease ami advocat
ed the acquirement in fee of the
uids now held by the lessees. This
was a good suggestion as it is a well
known fact that a tenant never lias
' the same interest in the land on
which he resides as the man who
holds it in fee. He made many
other excellent suggestions and
which he had can-fully prepared and
had evidently given the subject in
telligent consideration.
Judge McKay favored giving large
tracts of land than had In-en the
custom in the past. He opxised
land exchanges by the government
cither with individuals or coriioru-tions.

Attorney D. II. Case believed in
the more general Application of the
American land laws than had so far
been advocated and pointed out that
at the present time there was a lack
of knowledge of local conditions in
the land ollice as to what the various
lands were adapted to and also that
there is but little land at present
available for homesteading purposes
for the reason that most of the lands
are under lease.
Honorable II. P. llaldwin said ho
favored a more liberal land law than
we now have. He spoke at some
length and made many good sug
gestions. II. M. Coke, editor of the Maui
News, addressed the Iloard and
urged the recommendation of many
changes both in the laws and in the
administration of the ollice with the
view of assisting the Imhh- fide home
steader while making it more dilli
cult for those who sought to acquire
I lands who are not entitled thereto.
He favored a plan by which any
eligible home steader could deposit
the cost of a survev of any tract of
land he might wish to homestead
and have the same surveyed at once.
The land once surveyed to lie ap
praised by a commission appointed
for that purjxise at a low figure and
in case the first applicant was the
only applicant for the land that he
lie uiven it but in case there were
others than that each upplican to I1
required to put up the cost of the
survey and the coast of the expense
of the appraising board and lots In
drawn to determine the one to whom
the laud should be awarded. All
moneys paid in by each of the ap
plicants to whom the land was not
awarded to lie returned immediately
to those who had failed to secure the
land. This method would mean the
spe-dy oiK-ning of Jill tracts of land
that are now desired by jx-rsons who
desired to acquire homesteads and
by the drawing of lots would make
it as easy for a ixior man to acquiri
land as it would one of independent
means.

WHY
does the Doctor prescribe P III MO HE Kit to restore the vital

Because it is more easily assiinulated by a weak digestive
system; often it i- the only form of nourishment that the pa

Some people class beer as a. spirituous liquor. PIIIMO

It is the Malt Barley and Hop9 that are a food and tonic
