What Meyer Says
of Pearl Harbor.
Secretary f tlit Navy Meyer in
his nnmial report say f insular
Naval Stations:
Owing to the changed conditions,
the past differences of opinion in
regard to tlie establishment of a
naval liasc in the Philippine Islands
have Ix'en entirely overcome. The
joint hoard has recently considered
this important matter, including
the whole strategic field of the
Pacific, and lias made a rejort rc-
Leon
lnmeiiiling that we maintain a
ill docking and repair station at
Olongapo, in the Philippine Islands,
hut that our main naval base in the
Pacific Ocean should he established
at Pearl Harbor, Hawaii.
This definitely disoscs of any
contention as to the locality for a
repair station in the Philippines and
enahles us to concentrate effort on
the building up of the naval hase at
Pearl Harbor and of the necessary
defenses in connection therewith.
The joint board gave close atten
tion to the various plans presented
for establishing a naval station in
Manila 1 Jay, hut finally decided that
no location presented had the neces
sary natural advantages; that while
a few could he made into suitable
naval liases at great excuse, Un
changed conditions in the Pacific
made such expense unnecessary and
undesirable. It was found that
OlongaiHt was ideally situated, as
far as natural adantages go, and that
in confining its facilities to the use
of the floating dock ami smaller re
pair shops, its defense would not
become one of serious moment.
The department desires to invite
your favorable attention to the ex
treme desirability of developing the
naval station party established at
(iuantanamo, Culm. Certain facili
ties exist there, and a dry dock has
been partly excavated, hut funds
are lacking to continue the building
up of this important insular station.
With the opening of the Panama
Canal the Caribbean Sea will become
the scene of great commercial acti
vity, and our responsibility as to the
ix)lice and maintenance of the canal
and our interest in the whole Carib
bean region urgently call for an ade
quate naval repair base in that loca
lity.
The naval hase at Pearl Harlior,
Hawaii, has been started under favor
able appropriations and conditions,
and it is hoped that the building up
of this important station can lie ra
pidly and economically can ted on.
Its importance and strategic value
can hardly lie over-estimated.
Moving Day at (he North Pole.
By Lluella Gatceon.
Confusion reigns in Polarland,
Where Santa Claus holds sway;
A hundred thousand million toys
Are boxed to send away,
And Mrs. Clans and Santa too
Are worried half to death
Aud have no time to eat or sleep,
And scarce to draw their breath,
While all the children cry and squall
Ami fall the air with woe,
For mortal men have reached the Pole,
And Santa has to go.
The factory is miles around,
And made ol hardened snow,
And all of Santa's helpers there
Are little Esquimaux,
Who paste and cut and saw
To make a hobby horse, a sled,
A book, a game, a Teddybear,
A little dolly's bed.
They see to work so skillfully
Throughout the Arctic nights
Because the place is all equipped
With patent "Northern Lights."
Now, strange as it may seem to you,
Poor Santa Claus is shy,
And so is Mrs. Santa Claus
I'm sure I can't tell why.
So, though they love the children well
And like to see them play,
When grown-ups come too near to them
The Clauses move away.
And as there is no spot on earth
Where men can never go,
The planet Mars will be the future home
Of "Claus Bi Co."
But though he soon will live 011 Mars,
Up in the sky so blue,
To children whom he loves on earth
Old Santa will be true;
And when next Christmas comes around
He surely will appear,
Though in an airship he will ride,
Instead of sjedge aud deer.
He'll leave his presents and be gone
Before the peep of light,
To bring good cheer to little ones
And make their Christmas bright
