In the case of the Central Sa
loon, the board bad passed a reso-
ution to allow but one wholesale
and one retail liquor license in a
community, excepting Y ailuku
and Lahaina where the limit was
raised to two retail and one whole
sale license each. Under this
imitation it became necessary for
the board to cut out one retail
license from the town of Wailuku,
and as there bad been more com
plaints made to members of the
board against the Central Saloon
than against the other two the
result r.oted above was determined
Other protests were also filled
against G. G. Seong of Lahaina,
Tarn Vau of Makawao and
general protest aeaiust issuing a
retail saloon license fur Kabului
but these protests were not in i
form making a refusal obligatory
so the licenses applied for were
granted. - A resolution was passed
requiring saloons in the Wailuku
district to close their doors, July
The board also adopted a regu
lation forbidding screen doors or
frosted glass doors from being so
placed as to obstruct a clear view
to the interior of a salooh. Also a
regulation prohibiting card play
ing in bar rooms.
The sum total of the acts of the
board are a reduction of liquor
licenses on Maui from seventeen

(l) THE "MAUI -COUNTY FARM
AND SANIATRIUM" is an Institution'
founded, and established in the KULA
DISTRICT, by the COUNTY OK MAUI,
for the care and -support of such perions
living within the Couuty, afflicted with,
so called, incurable diseases, for con
valescents, from other Public Hospitals,'
Aged Indigents and such other persons
who may, by disease or accident, become
permanent public charges and whs may.
desire to avail themselves of the advan
tages of his Institution.
(2) MANAGING COMMITTEE.
(a) The management and direct go
vernment to the "COUNTY EARM AND
SANITARIUM", shall vested in a Com
mittee of three persons, to be known as
the "MANAGING COMMITTEE" ofthe
"MAUI COUNTY FARM AND SANI
(b) The "MANAGING COMMIT
TEE" shall be appointed and removed
by, and be responsible to the Board of
Supervisors of the County of Maui. All,
actsof the "MANAGING GOMMITTEE"
shall be reported to and approved by the
said BOARD OP SUPERVISORS;
shall be composed of the Chairman of the'
Hoard of Supervisors,, the Goveruuiet
1'hysiciun for the District of Makawao,
aud one private citizen.'
(d) TUe"MANAGING COMMITTEE"
may from time to time prescribe regula
tions for the care of- the various classes
of patients, in the Sanitarium, for the
segregation of contagious and infectious
diseased patients, aud for other matters
aristng within the Sanitarium.
(e) The "MANAGING COMMIT
TEE" shall compile a sclnlule of prices
as charges for I'ay Patients.
(f) They shall receive aud disburse
thru the Steward all moneys, supplies or
material received from subscriptions
i donations, organizations, or from private
persons or any other source, or subsides
from Die Territorial Hoard of Health or
from any other country.
(g) They shall report monthly to the
Hoard af Supervisors on all matters of
interest aud for the progress aud im
provement of the Sanitarium.
(3) MEDICAL SUPERINTENDENT.
(a) The MEDICAL SUPERINTEN
DENT shall be appointed by the Board

direct supervision of the Medical and
Surgical branch of the Sauitarium.
(c) He shall receive such compensa
tion as the Board of Supervisors may
from time to time appropriate.
(4) DUTIES OF THE MEDICAL SU
(a) The MEDICAL SUPERINTEN
DENT shall by uctual examination or

medical point of view, for admission to

(b) Discharge or cause to be discharge
all inmates when they are physically in
condition for such discharge;
(c) Purchase, be responsible for, aud
disburse all drugs, medicines, &c, used
by the inmates.
(d) He shall have general charge of
the sanitation of the Institution and shall
instruct the steward so that the best pos
sible sanitary conditions may prevail.
(e) Attend the Sanitarium whenever
his services may be required, aud when
ever so requsted by the Steward or the
Chairman of the Managing Committee;
(f) Keep such clinical .notes of the
oondilion of each paiient or inuiate as he
or the Mauajing Committee may deem
advisable for recording the condition of
'"(k) Prepare and present to the Board
of Supervisors at the eud of each calen
dar month and at such other times as the
Managing Committee may direct, a full
medical report of the Sanitarium.

(6) DUTIES OF THE STEWARD.
(a) The STEWARD shall reside o.i

and any regulation made by the Manag
ing Committee are enforced, and enforced
in such a manner as not to be a hardship

mittee in the care and management of

Sauitarium shall agree to abide by aud
obey these rules aud such regulations as
the Managing Committee may from time
to time prescribe.

all patients will be required to furnish

In times of congestion in the
capacity of the Sauitarium, preference
shall always be given to indigent appli
cants; in case of congestion in indigent
applicants, preference shall be given to
the aged, next to tubercular, next to
other incurables, uexl to other public
charges, aud lastly to convalescents from
other government hospitals.
9 Applicaution for admission to the
Sanitarium may be made ta any County
Elective officer, to a District Overseer, to
a member of the Managing Committee
to the Medical Superintendent, or to the

10 All licensed praticing physicians,
and especially all Government Physi
cians are respectfully requested to coope
rate with the County Officials, aud to aid
them in every way, possible, in the im
provement and betterment of the effici
ency of the Institution. Their position
will enable theai to advise those af
flicted, and particularly, thir patients,
the beuefits they may ' derive, by taking
advantage of the opportunities afforded
them by the Institution.
11 Any licensed Physician may, un
der the foregoing rules, place their pa
tients in the Sanitarium and attend thntia
