I was in the hope that when J, M.
Monsarrat was put on the bench in
tlw district court that he would
make very good. Now comes the
Advertiser with a kick against his
small fines, undoubtedly the expres
sion of opinion of the detective forco
that takes life in its hands in order
to catch the violators of the law re
lative to gambling. Yesterday morn
ing the paper quoted McDuffio as
saying ho would not make any more
arrests for gambling until the magis
trate had changed his heart from
the gamblers. Personally I am in
sympathy" with the magistrate and
the gamblers, who spend an hour
or so twirling dominoes for a small
limit. It occurs to mo that a nose
in the direction of white gamblers
who defy the police and the people
would detect a smell that would
mean something to the community.
I have no symyathy with the gam
bling man who loads dice or wins
by trickery of any description, but
the fellow, white or yellow, who
plays for pleasure with a small bet
on the side should be allowed to en
joy himself. A man's house is his
castlo and it matters not whether it
is located in Chinatown or Kaimu
ki. Let the world wag as it will,
gambling will keep up with the pro
cession. I'm glad to sec the pcoplo of Hilo
are going to look into the hole in
which they put their money when
they invested in Mountain King. It
will surprise me if there are not
further investigations into these min
ing prospects. Tho assessment and
failure to find gold in paying quan
tities seems to have been the straws
that broke the camel's back. This
might be a pun on the name of tho
man who received much monoy as a
financial agent of tho concern, but I
have no intention that way. IIu
mauma Oil just now has attention
and I smile at the discovery of a
gusher of oil, or water', .immediately
following an assessment call. This
is another of the outside of Califor
nia corporations that takes advan
tage of tho recent decision to the
effect that companies doing business
in California, or whose property is
in that state, may assess at pleasure.
Tho Sierra Nevada Mining and
something else company organized
here with local capital ton dollars a
share, is soon to sell to some other
company, reduce the par value of
tho capital stock and give, I am
told, two shares for one. That looks
good to tho shareholders who have
confidence in tho men interested I
am informed. I have no doubt this
is going to bo one of tho best pro
perties on the coast, that is, of re
cent development.

Thcro was an intimation in , an
afternoon paper yesterday that Coll
iding would have troubles to tell tho
governor when ho arrived from
Maui. Ho surely will toll them if
ho has any and what the return will
bo I am at a loss to know. It seems
that things in tho tax office have
not been going right for somo time.
In tho first placo an automobile has
been bought for the uso of the office.
It's a cinch it is a Rambler, becauso
the assessor's brother is tho agent
for the machine Then again Johnny
Palmer has been engineered from
his place in the office supposedly to
mako room for W. C. Wilder, an
other brother of tho assessor. There
is where nature gets in a lick on tho
taxpayer for no one will doubt tho
capabilities of Palmer. But what I
most want to know is why a carriage
was not a necessary part of the
equipment of tho tax offico in tho
days prior to tho advent of tho auto.
I would liko to have this answered
and it should como from someone
asido from the tax oflico staff.
If any of the doctors on Maui can
toll why the Marine Hospital Ser
vice at Washington decided it was
not necessary to fumigate steamers
leaving Salina Cruz for Honolulu
they will confer a, favor hero. For
years we have heard about tho dan
ger of tho yellow fever from mos
quitoes that might come to us on
the vessels from South American
ports, also Central American and all
other ports where the fover exists.
Now comes tho great and good doc
tor from tho big house at Washing
ton and tells the doctors in Hawaii
there is nothing doing. It means of
course a more strict quarantine here
on all vessels. Any one whose bus
iness takes him on one of tho Mai;us
from Souuh America will bo obliged
to stay aboard for six days. In other
words he would have an almost
permanent residence for none of
those steamers stops hero more than
a day so the sixth would find him
so many leagues east.
At tho Kalin luau on Saturday
Mayor Fern very unwisely tendered
lis political support to Kuhio, a
candidate of opposite faith. Kahn
thought this peculiar, and so it was
to a man who had been brought up
in a school of strict party discipline,
but when ho gave it a second thought
10 observed that while there might
bo a difference in political affiliation
there was no difference in the skin
color.
The Tripp incident is closed and
the probablo truth has finally como
out. At a meeting of a delegation
of Masters and Pilots with the Har
bor Commission tho petition to re
store Tripp was flatly turned down
and without unnecessary delay, the
statement being made that Tripp
was dismissed for "rank incompe
tence and disobedience of orders. If
this had been stated in the begin
ning, at tho timo tho harbor master
was notified to get out at the first of
the month, there would have been
no hue and cry. Instead tho com
mission preferred to hand the lemon
wrapped in a letter of commenda
tion and as the two did not harmo
nizo the friends of tho old sailor
took up the cudgel. Tripp has been
guilty of volunteering criticisms of
the Commission, freely in tho news
papers, and these do not tend to
smooth his way to return to his job.
In my opinion Tripp is down for
the count, and is worse off than if
he had taken his medicine quietly
giving the Commission, to whom he
must look for favors, credit for its
power. As I stated in a previous
letter Tripp will not go hungry as
long as the rents como in.

been discharged was becauso he was
totally incompetent and had wilful
ly disobeyed his orders.

our Committee was side-tracked, or
rather was intended to bo side
tracked, leads us to think that there
is something in tho report, current
on tho water front, that the ap
pointment of Mr. W. R. Foster has
been made to servo sonio personal
motive.
It is common report that Mr.
Hoogs lias used his political influ
ence to, have Mr. Foster given this
appointment, as ho wanted to be
rid of him, but could not do bo
without risking the loss of Thco. H.
& Co.'s draying, unless ho found
him another position. However,
tho point wo wish to mako clear is
this:
Tho Board of Harbor Commis
sioners havo stated that they were
making tho chango with tho solo ob
ject to better conditions. Wo claim
that had they declared tho position
vacant, tho Mnstcrs and Pilots As
sociation could have furnished plen
ty of applicants with a vast amount
of experience behind them, and tho
necessary qualifications to fit them
for tho position.
Our Association has expended its
, treasury and its efforts in tho past,
and is at present contributing about

also a re-survey of our coasts and
island ports, and tho construction
of new charts, etc., thereby caring
for the safety of tho traveling public,
and encouraging tho commerce to
our ports. In view of this record
wo feel that we aro justified in ask
ing to bo considered when any ap
pointments of important positions
in harbor matters aro being made.
We havo hithertofore refrained
from coming forward in this mat
ter, out of respect to Capt. Tripp,
whom wo considered should at least
be given an opportunity to provo
himself competent or incompetent
undey tho new regulations.
Wo might add hero that Capt.
Tripp is not a member of our Asso
ciation, and it is not our policy to
apply for a position until it is
known that a vacancy exists, or is
about to.

against Mr. Foster, but take except
ion to his appointment solely on the
point of qualifications, as we claim
that ho has not had tho necessary
experience to fit him for the position.
To substantiate our statement
that it is common report that per
sonal motives aro being served, we
herewith append tho Honolulu
news letter to the Maui News on
tho subject.
If the present appointment of the
new regime is an illustration of
what their future conduct in Har
bor matters is to bo, wo aro of tho
opinion that tho very object of the
law by which this Board has been
created, to all intents and purposes
will be defeated.
