worthy or praise-worth just in pro

ber considers that tho Resolution of
February 8th, 1912, to which you
object, was iustifiable, and is fur
ther of tho opinion that but for. the
aforesaid Resolution the orders to
make a start on this work would
yet bo in abeyance.
