Russians have failed in desperate de fensive to hold von Hindenberg in his steady advance towards important position at Dvinsk. Ger mans took 5000 prisoners in 24 hours, and are within 30 miles of outer Dvinsk fortress. Should this position fall it will permit passage of the Dvina and render Russian retention of Riga impossible. ST. JOHN, New Brunswick, September 15. In attempt to throttle publicity campaign, all American and foreign mail to the dominion, newspapers and members of their staffs, will be censored. PARIS, September 15. Evidence of attempt to blow-up the British steamer Lapland, was uncovered yesterday, upon discovery of Lotties believed to contain explosives in cargo. The Lapland will sail for Liverpool today. Mainland financiers, who sympathize with Germans, are planning a counter issue against Allies' attempt to float billion dollar loan. They will protest against Wall street deal. Plan is to combine pro-German banks in the loan enterprise, thus taking half a billion dollars of accu mulated bank surpluses, and making amount unavailable for partici pation in loan to Allies.
