Official Letter on the Sonth Carolina Negroes, THE REBELS BURNING THEIR COTTON TUB MEOHOia " AFFRIOIITED," NOT " INSOBOKDI NATB." Tho Columbia, 8. C, pnprs publish the fol lowing official letter from 'General Drayton to the Governor : Oittr Lie, Hardckyilu.. NoveinboT 18. 1861. To bis Excellency, Governor P. W. Pickens, uoiumma, b.u. Sir : At the request ofyour Excellency, made to me yesterday at three headquarters, I have the honor of presenting my views of the present attitude and behavior of the 'negroes In ibis portion of the State Intrusted to my Immediate command. So far from there bltg aiy Insurrectionary feeling among them, I can assure your Excel lency that I have neither seen nor beard ot any act of pillaging, Incendiarism, or ylolenoe In any direction. It Is true, that the negroeg of ft few planta tions have shown a splrit'of Insubordination, by refusing to move higher up the country, wben ordered to do so by their owners, but this disobedience should be assigned rather to a feeling of dismay and utter helplessness .at being left alone and unprotected by the pre cipitate abandonment by their masters of their plantations, than from any organized plan ol resistance to tho authority they bad been ac customed to obev. But I now fee! much satisfaction In statin?, for the Information of vour Excellency, that ibe negro(sare fast recovering from their fright. and coming lorin irom ineir maing; places, ana quietly and submissively resuming ineir agri cultural labors, without the guidance, or pres ence, in many Instances, of either master or AvpniAPr. In conclusion, I would respectfully advise1, that all planters and overreers, who are not mustered Into service, and are owners or agents of property upon the main land, should, with out delay, return to their several neighbor hoods, and thut by their presence prevent a re. ourrenco of thatezcitement among their .people which has been due in a great measure to their absence. With much respect, your obedient servant, Thomas F. Dratton, Brigadier General Oommandtng 3d Ullltary District Department, & C. WHAT THE YAXKMS ARE DOIKO OX THE SOUTH CAROLINA COAST. The Savannah Republican of the Zlst says: The distance of Hilton Head from the main land, and the hazardous nature of all naviga tion In tne neignoornooa, rentiers j. aimcau for our forces to approach near enough to form any very definite Idea of their number or move ment!. It Is understood, however, ou pretty reliable authority, that tbn enemy, has abandon-si Beaufort and Port Royal Island, on which it Ib situated, and are now confined to Hilton Head, Plokney Island, immediately west, and sepa rated from the former by Skull Creek and the point known as Bay Point, on Jenkln's Island, across the sound and opposite Fort Walker on Hilton Head. It is said they are throwing up extensive and formidable works on Hilton Head, thus giving evidence of an Intention to make a permanent lodsment on the island. SKull (Jreen is now completely under their control, and tho works at Braddock's Point, on the south end of the island, 'command the entrance to Daufuskl sound. It Is said that a party of two Federals ven lured on the nulnland .a day or two since, when, being discovered by our men, one ol them was captured; the other got to his boat In time and made noon nis escape. Tne pris oner states that the fleet landed about twelve thousand of the twenty thousand with whom they set fail. Ha could give no acconnt of the remaining seven thousand. THE YANKEES GARRY OFF A MAN AND HI8 SLAVES. The Savannah Xews publishes the following! On Wednesday last, Mr. John Chaplin look with him seven negroes, and went in two boa's to the plantation of his aunt, Mrs. Dupn, on Daufuskl Island, for the purpose of bringing away such property as could be transported On Wednesday night, he, with the negroes, oc cupied Mrs. Dunn'a dwelling, intending to leave in the morning when the tide favored. About two o'clock yesterday morning, the dnor of the hcu'o was broken down by a p trty of ten Llncolnltes, who captured Mr. Chaplin anil live of the negroes, and conveyed them from the Island in a boat. Two of the neeroes es caped one, who wai in the cellar of thehousp, lied to tun woons; unomer, wuo was sieepiug In one of the chambers, Jumped from the second story window, and running to a point ou the Island, where bo obtained a b6at, came lo the city yesterday morning. Before leaving the Island he saw the Yankees leavo In their boat, with Mr. Chaplin ami the flvu negroes on board. TUE COTTON CHOI' AMI TI1H NEW DErgNCItS OF SAVANNAH. A letter In thn Richmond Examiner from Charleston, dated Nov. 21, says : ' The amount of cotton abandened on the plantations was very considerable. It is not easy to estimate the quantity with certainty, out is generally saia lo ne aooui nueen nun dredbales. Many of the planters, before quit ting, set Ore to their crops and such other com bustible property on their premises as could not be removed. It la certainly to be regretted that, in the confusion that prevailed, this very proper step was not more generally taken. DKFANC1.II Or CHARLESTON AND SAVANNAH. In my list letter, I alluded to tbe strength ot tbe defences of Charleston. Savannah also has been strongly fortified on a plan for which the conformatlou ol Its harbor affords peculiar tucilltles, nod I understand that General Lee sa'js that that clly la now in a condition to make a protracted and mccessful defence. General Lee baa gone to Brunswick, Ga. Cltnrs TO BE DESTROYED AND THE NEUROES TO BE Hh.NT INTO TUE ISTtltlOII. But tbo first surprise ut the Invasion has now died awav. and I think the Northern Govern ment may reokon, without fear ot mistake, that It has obtained the very last bug of cotton, and also the lBt contraband, taat It can ever hope to sella by pouncing upon the coast ol South Carolina. Concerted arrangements between the planters and tbo military authorities have wisely beu made by which no plantation will In future be abandoned until thncroD Is utterly consumed, the gin house and other buildings destroyed, the live stock driven off, and the hands lemovrMl to lhn Int-rlor. In the m t expod loca'itl s, tru. In. tin Islands ndj icer.t to fort Roval. on which the enemy may at any moment make his appearance, tbe work of dt-i structlon Is already commenced. I NEOROES AND MCLES OV THEIR WAT. For the p ct few days gangs of ngriea frmn ihe seacoml, laden with such effects m they! can carry, and followed by droves of miitiel and brrses, have own passing throifghlhls city nn their wav to the back conntrv. Nlshtbefme st the whole atmosphere in the city, and fori miles around, notwithstanding tne Drignt moon light, was hazy and lurid. Many could not nc-1 count for the phenomenon It waa the effect) of the wholesale coufl igrat!on nf cotton iww going on at E'llslo and other islands Interven ing bejweoa l'ort Koyat and unoneiion. Wherever the marauders choose next to land, and It Is useUss to disguise the fact that th-y ; can laud at a greas many point", they will find nothing but Jdevalated fields, deserted by nil1 saving the avenging presence or the pamsin riflemen. The patriotic sacrifice which has beep made by our planters ia all thn greater when we consider that the orops of the past season have far exceeded tho best ever before known. Blakiag Ike Rebels pay their Debts. . JUDOS. FllKKSK'SI-DEClSIOjr. From the New Yoik Tribune. As a largo nnmber ofyour readers are into routed nere-mallv. as well as generally, in the question now before the Cabinet, aa to whetbi r ihey will or will not sustalu Provost Judgu Freese, pf , Alexandria, in his recent decision touching claims due from disloyal to loyal clilxens.l have thought it well to Inform you and them as lo its exact condition at the pres ent time. The President and every member of tbi CablneT excepi Attorney General Bates, are In favor of sustaining the action of the Provost Court, and but for tho unfortunate posillon rf Judge Bates, would have bad an order issue I to tnls euect long Bince. juuga uawe umor tonately for himself as well as for tho whole country listened to an ex parte statement made by the counsel of one ot the parties whose goods had been seized, and thereupon Indnced the Assistant Secretary of War to issue the or der which led to the subsequent issue of tho two other orders, whereby the proceedings of the Court were stayed In plvll cases. Had Jadge TSatcs waited to have heard the other side before taking action, the probabill ties are that the proceedings of tbe court wcutd not have been stayed. Having placed himself In this position unthinkingly, as I have the charity to belleve-he now hesitates to revise his opinion or allow others to do so. He makes It, I understand, a personal matter, and Inslsli upon It that the other members of the Cabinet shall not overrule him; but since bis first opin ion was founded on doubtful if not false state ments, made by.a secession lawyer, and at a time when only one side of the question had been submitted, l.euner a aor anv outer lawyer: of this city and I have conversed with many about It can see any impropriety In his mak ing a different decision, now mat an uw taeui are before him. Tha fnp.t la. Mia, nueallon never waa a ones lion of law, and hence ought never to have been submitted to the Attorney General at all. It was a question, rather, of military necessity, 0r national policy a question growing directly pat of the rebellion, and never would have arisen at all bnt for the rebellion a question upon which loial cUUem are arrayed upon the one side, and rebels lathe Government upon thn other a question which Involves either tbe giving or wltholdlng of ' aid and contort " to (Tie enemies of the country, and this, too, to an extent of near $200,000,000 -a question, In short, as to whether the Sequestration Act pis sed by tbe so-called Confederate Congress should be respected, or effectually annulled. The court Itself, (as I understand It,) before which tbe question was originally decided, is n military court, established as a military necessi ty, because ox me aosence, oT an oiaer auworuy, and only assumed civil Jurisdiction because of being in an enemy's oountry, where no other antborl'yoonld be appealed to byloyaicltlz'n-, Judge Freese Is a military officer, holding the rank, as I understand, of assistant adjutant general in the army. As it originated with the military authorises, It should have been left just where It bfgao, and Judge Bates should not have had, nor ought he now to have, any voice in the matter. As a question of policy. H might very properly have been lirnught before the Cabinet j but as a question of right and propriety, It should have been left wholly with the Secretary of War orcommmd ing general. I tru-t this view will still b taken of It, and that thn Cabinet will refer the hulo subject to tne secretaiyoi war.io anas he may think proper In the premises. This will relievo Judge Bates from a direct con demnalion by tbe Cabinet, and again put In motion a court irom wnicn tuo country may expect great good. In this city every loyal citizen commend the action of Judge Freese. I have talked with lawyers, judges, senators, and others, upon the subject, and have yet to meet with iho first man who condemns tbo action. One of your own celebrated lawyers, Mr. Evarts, was hero last week, urging the Administration to sustain the court. Tho memorial upon tbe subject, presented by the Chamber of Commerce ot your own city, was so clear and conclusive that no one thought tbe Administration would hes Itate a day after receiving It. Add to this tbe fact that the press of the whole oountry bai iinmulvooallv sustained Judge Freese's decis ion, and none can but wonder that the Admin titration did not sanction It at once. It is a growing opinion here tnat ir Judge Bates continues to oppose his personal quib bles In a case like this a case In which your own merchauU aro Interested lo tbe extent of over $63,000,000, and tho wnoie country to tne rient nf some $200.000.000-beslde the ad- nin,ra In a military Dolut of view to be gained from It a voico will come up from tbe whole country that he be removed, and that some neuer man us put m um mue. From tbo best Information that I oan gather at present, I think tho court will bo mstaln ed probably In the way above Indicated namely, by referring tbe wholo matter to the Secretary of War, on tho ground that it Is a military and not a legal question, I bavn not the honor of knowlnz Judirn Freee personally, but certainly a more junt decision never unanairu irom any man man that given by biro, and the voice of .tho whole country Is, and will contlnuo to do, that be must be sustained, Never think to eotortaia people with what lies out of their yay, be It over so carious In Its kind. Who would think of regaling a circle qf ladles with th? beautlos of Homer's Greek, or a compnny of country squires with blr Isaao Newton's discoveries." p .SSKSSKK Tkains to and x daLtiwuub pimjm "VTi-aitoi" WoJa.oc3.ixlo.
