Notice is hereby Riven, that
whereas it is required by law that
candidates for election to County
Offices shall deposit their nomina
tions with the County Clerk not
less than twenty (20) days prior
to election, which will be in this
year on November 5th., At d. 1912,
it will be necessary therefore to-have
nouii nations of candidates for elec
tion to County Offices within the
County of Kauai, Territory of Ha
waii, be filed with the County Clerk
of the County of Kauai nei, at his
office in Lihue, said County of
Kauai, not later than FOUR (4)
O'CLOCK 'in the afternoon - of
TUESDAY, the ISth'-day ef
OCTOBER, A. D. 1912.
In order to be eligible.lo election
as a County Officer the candidate
must be a citizen of the United
States of America and. ef the Terri
tory of Hawaii nei and must have
been a duly qualified elector of the
Territory of Hawaii and of the
County of Kauai for at least one-
year next prior to his election; and
in case of the members o f the
Board .of Supervisors, the. same
qualification are required and in
addition thereto they shall continue
to reside within the district from
which they are elected during
period of their incumbency; and;
in the case of the County Attorney
no person shall be elected as such
who, in addition to the foregoing
qualifications, is not a duly licensed
Attorney admitted to practice in
the Supreme Court of the Territory
of Hawaii and has practiced law in
the County of Kauai nei for at
least one year.
Each nomination must be accom
panied by a deposit of twenty-five
dollars ($25.00) and be signed by
not less than twenty-five duly
qualified electors of the County of
Kauai or of the district within the
County of Kauai for which such
election'is to be held and in which
the nominee is requested to be a
candidate.
Each candidate must and shall,
at the time of filing his nomina-:
tion papers, state by what political
party he is nominated or his noh-
partisanship, as the case may be,
in older that such party affiliation
or non-partisanship may be printed
on the ballot in front of the name
of such candidates.
The name or names of the candi
date or candidates will be printed
with the Hawaiian , or English
(language) equivalent, if sue h
there be, if the candidate shall .so
request the undersigned in writing
at the time of filing his nomination.

KEKAHA NOTES
Mr. Howard D. Hitchcock who
has been spending a few weeks o n
Kauai painting at Hanalei, is now
visiting Halemanu Camp, and
making some excellent pictures.
Among them, he is painting a large
canvasof" Waimea Canyon" for the
Eric Knudsens, which will be one
of Mr. Hitchcock's finest canvasses
of the Canyon when finished.
Mr. Hitchcock understands the
Hawaiian coloring, and is a true
artist, in the right sense. He leaves
for Honolulu on Saturday's "Ki
nau," and will later go to Califor
nia to paint some of the scenery
there.
Eric Knudsen leaves for Hono'
lulu, on a short business trip on
Saturday's "Kinau."
Mrs. Win, Danford accompanied
Mrs. V. Knudsen to San Francisco
for a short visit there with family
and friends. Mrs. Dantord will
be greatly misssd while away.
Mrs. W. K. Schultze is spending
some time m the mountains. She
has been visiting Mrs. Hansen,
and next week will be joined by
her husband. Thev will spend a
week with Mr. and Mrs. Eric
Knudsen.
Mr. and Mrs. Gustav Hansen
and family expect to return to the
lowlands about the middle of
October. They have now with them
Mr. and Mrs. Whittiugton. Mr
Whittington is enjoying a well
earned vacation and the benefit
of the mountain air.
Mr. Knudsen and familv return
ed to "Hoea" about the middle of
October, after a jolly summer at
Halemanu, where .they have had
many guests, i litre lias been a
lot of game in the mountains this
summer, which has furnished lots
of excitement for the hunters.
Miss Maud L'Orange arrived by
last Kinau, after a long trip
from Berlin. She came out with
Mr. H. P. Faye, her uncle, Mr
Lindsay and Mr. and Mrs. T
Brandt, they had a fine trip across,
stopping at points of interest. Miss
L'Orange will visit her sister Mrs
Eric Knudsen for sometime and re
turn to Europe, where they sail in
May for ayear's trip and also to take
in the wedding of their brother's
to Miss Juel. Miss L'Orange is al
ready charmed with the Island life.
Mr. Hans L'Orange returned
to Waipahu by the "Hall" Tues
day after a 10 day's vacation up in
the Halemanu mountains. He did
a lot of hunting, and captured
some fine skins etc.
M r . Aaser of Ktkaha spent a
week at Halemanu last week.

The teacher's cottage for the
Hanamaulu school is under course
of construction. It is a building
with two bed rooms.
NEWSPAPERS
ARE EFFECTED
The following two paragraphs
from the postoffice appropriation
bill, which has received the en
dorsement of the president, are of
special importance to every news
paper publisher:
"That it shall be the duty of
editor, publisher, business mana
ger, or owner of every newspaper,
magazine, periodical, 'o r other
publication to file with the post
master general and the postmaster
at the office at which said public
ation is entered, not later than
the first day of April and the first
day o t uctoner o t eacn year,
o n blanks furnished b y the
postofilce department, a sworn
statement setting forth the names
and postoffice addresses o f the
editor and managing editor, pub
lisher, business managers, and
owners, a n ct,
stockholders, if
in addition, the
t h e publication
corporation; and
of known bond
b owned by a
also the names
holders, mortgagees, or other
security holders: and also, in the
case of daily newspapers, there be
included in such statement the av
erage of the number of copies of
each issue of such publication sold
or distributed to paid subscribers
during the preceding six months;
provided, that the provisions of
this paragraph shall not apply to
religious, fraternal, temperance
and scientific, o r other similar
publications: Provided, further,
that it shall not be necessary to
include i n such statement the
names of persons owning less than
one per centum of the total amount
of stock, bonds, mortgages, or
other securities: A copy of such
sworn statement shall be published
in the second issueof such news
paper, magazine, or other publica
tion printed next after the filing of
such statement. Any such publica
tion shall be denied the privileges
of the mail if it shall fail to comply
with the provisons of this para
graph within ten days after notice
by registered letter of such failure.
"That all editorial or other
reading matter published in any
such newspaper, magazine, or
periodical for the publication of
which money o r other valuable
consideration is paid, accepted; or
promised shall be plainly marked
"advertisement." Any editor' or
publisher printing editorial o r
other reading matter for which
compensation i s paid, accepted,
or promised without marking the
same, shall upon conviction in
any court having jurisdiction, be
fined not less than fifty dollars
($50) nor more than five hundred
dollars ($500)."
As compliance with the first of
the two paragraphs of the new law
will necessitate the preparation of
a series of blank forms by the post
off fee department it is not expected
that any effort will be made to en
force it until these blanks can be
prepared and distributed, and this
can hardly b e accomplished in
time to be effective by October 1
of this year, and the first state
ment to be required of the news
papers will probably be that o f
April 1, 1913.
It is expected that the law re
quiring the marking of paid read
ing matters as an "advertisement"
will be made enective in the near
futuie. though n o instructions
have been issued to postmasters
by the department up to the
present time.
H. H. Brodie, supervising prin

here Friday en route home from
the Hanalei District where he had
been spending the week among
the schools of the north side.

WAIMEA NEWS NOTES

A ball game was played on Sept.
21st. between the Waimea Japanese
and the. Kekaha's. It was an ex
citing game and it ended with a
score of 9 to 4 in favor of the Ke
kaha's. A wedding was held at the Wai
mea Catholic Church Saturday.
The young couple are to make their
home at Eleele.
They are now repairing the C.
B. Hofgaard store, and it will be a
fine building when completed.
Mr. B. Baldwin, has returned
from his trip abroad. Everybody
welcomes him back to Kauai.
Dr. Sandow inspected the Wai
mea school children last Thursday.
Over 100 were found not vacated
but the general health of the pupils
is remarkably good.
Mr. Hyorth is soon to remove
to Honolulu with his family. Mr.
Hyorth has accepted the manager
ship of the Pineectar Go. Both he
and his little daughters will be
greatly missed here.
C. Odawa was badly hurt on
Sept. 29th by'f ailing rocks along
the Waimea tunnel. It is reported
that the accident was due to care
lessness on his part.
The older girls in the Waimea
School are busily working for a
sale to be held before Christmas
The girls hope in this way to earn
money for themselves, and train
themselves for better work.
