On Free Sugar Titr.RK is said to be n growing belief in the United States that free sugar will never be realized. Re ports from Washington are to the efTect that government officials and some of the best thinkers are bor dering on the conclusion that re cent sugar legislation was a great mistake. Besides, there have been developments which the advocates j of free sugar had not forecasted.! The reduction in dutv has not had , the efTect anticipated.
