SUPERVISORS MEET

Court, 5th Circuit, for the passage
and the enforcement of an Estray
Ordinance was received and placed
bn file. Mr. Brandt, however, in
connection with this matter moved
that the clerk furjiish the members
of the Board with copies of the
Estray Ordinance submitted to the
Board sometime ago but which fail
ed to pass as law and being second
ed by Mr. Menefoglio was carried.
Reports (P1262) on the condi
tion of the school buildings, etc.,
were received from Anahola, Ha
namaulu, Kalaheo, Kapaa, Kapa
hi, Kauai High & Grammar, Ke
kaha, Kilauea, Koolau. Lihue,
Makaweli, Wailua, and Waitnea
and were placed on file.
After some explanation bv Mr.
Creevey, Vocational Instructor of
Kauai schools, Mr. Moragne was
authorized to give the teachers'
cottages of the Eleele school the
necessary repairs,
At 12 M the Board took a recess
until 1:30 p. m
AFTERNOON SESSION.
The Board again met at 1:30 p.
m. for the transaction of other
business.
Upon motion of Mr. Menefoglio,
seconded by Mr. Rodrigues. Mr.
Moragne was authorized to pre
pare a specification and plan for a
new teachers' cottage for the Wai
tnea school on the lines planned
by Mr, Brandt, and to ask for bids
for the construction of the build
ing to be filed with the Board at
its regular monthly business meet
ing in January next.
Of the Board's own motion Mr,
Brandt was given full authority to
purchase a desk and chairs for the
new teachers' cottage at Waimea.
Upon motion of Mr. Brandt,
seconded by Mr. Menefoglio, the
sum of one thousand and fifteen
dollars $1,015-00 was appropria
ted in addition to the appropria
tions already passed or the uses
and purposes named below, same
to be paid out of moneys available
in the Treasury, viz:

Mr. Brandt moved to authorize
the County road supervisor to en
ter into contracts for breaking
stones for macadamizidg work to
be taken up sometime in the early
part of next vear between Kalihi
wai and Hanalei; seconded by Mr.
Menefoglio and carried.'
The matter of building a kitchen
for the teachers' cottage at Lihue
was brought up for the considera
tion of the Board and after a gen
eral expression of opinion the mat
ter was deferred by general con
sent. A request P 1263 from the
district magistrate of Koloa for
supplies for his court was receiv
ed and the sheriff was asked to
furnish this court with the neces
sary supplies.
A contract P1264 dated Nov
tmber 9th. 1915, between the
Territory of Hawaii, bv Joshua D.
Tucker, Commissioner of Public
Lands, on the one part and the
County of Kauai on the other, for
the construction of a road at the
Lawai homesteads for the sum of
nine hundred ninety-seven and 08
100 dollars $997.08 and assign

said Commissioner of Public Lands,
was received and upon motion of
Mr. Brandt seconded by Mr, Mene
foglio, the Board voted unanimous
ly to enter into this contract and
ordered the contract signed by the
members present for the Board.
Mr. Menefoglio after giving a
partial report on the matter of se
curing a site for a pound for the
Hanalei district and upon his own
request, was allowed further time
to make a final report on the mat
ter. After information given by
Sheriff Rice that an infamous crime
was committed at Eleele a few
days ago and the offender now on
sea on his way to the States, and
a request for authority to incur
expenses for the art est and return
of the accusscd, the Board, upon
the motion of Mr, Brandt, second
ed by Mr. Menefoglio, authorized
the spending of not more than five
hundred dollars for the purposes
mentioned,
Mr, Moragne, by vote, was giv
en authority t o mosquito proof
the teachers' cottage at Kalaheo.
He was also authorized to see that
Mr. Creevv, vocational instructor,
is furnished with the necessary
material for a tool box for the lat
ter. By unanimous vote Mr. McBry
de, acting chairman, was authoriz
ed to make further arrangements
with the banks for the payment oi
the county pav warrants. '
A request P 1365' from the
Treasurer for permission to em
ploy a clerk temporarily was re
ceived and upon motion of Mt.
Brandt, seconded by Mr. Menefog
lio he was allowed to srend not
more than fifty dollars for extra
help between December 15th next
and Januaiy 15th, 1916.
At 3:00 p. m, the meeting ad
journed, subject to the call of the
chair.
