The demand of the Kauai Rail
way Co. dated March 31 last for
$75.00 for 3 tons of coal; r.nd the
demand of the Makee Sugar Co.,
dated March 25th last for $159.37
for two wheelbarrows, etc., were
ordered returned to the claimants
for explanations.
The Board by a unanimous vote
ordered the opening of a new ac
count to be known as "Lighting
Public Grounds & Parks."
A bid (P 1296) from the Hono
lulu Iron Works Co. to furnish
6200 feet of 2" galvanized pipe at
a price of 27.75 per 100 feet, f. o.
b. Port Allen, weight of which
will be 3.678 lbs. per foot and
sh'pment of the entire quantity to
be made immediately upon receipt
of order was received and referred
until after consultation with Mr.
McBryde, upon the recommenda
tion of Mr. Moragne.
The Financial reports Nos. 181,
181a, 181 aa and 181b for the month
C of March last were referred to Mr

The report (P 1297) of the
Kpoundmaster o f Lihue for the
quarter ending March 31st last
" were referred to Mr. Menefoglio
for report.
The following school requisi
tions were referred to Mr. Moragne
for necessary action, viz: Eleele
(P 1298) for supplies; Huleia (P
1298-1) and Hanalei (1278-3)
each for supplies and repairs; and
Wailua (P 1298-) for supplies and
for labor.
A requisition (1298-4) for a
small verandah to be erected at the
rear of the Koloa teachers' cottage
to shield the cook house, after
careful consideration, wis denied,
Reports 1299 on school build
ings, etc., for Marcli last were re
ceived from Anahola, Eleele, Ha
namaulu; Kalahao, Kapaa, Kapa
hi, Kauai High and Grammar,
Kekaha, Kilauea, Koloa, Koolau,
Lihue, Makaweli, Wailua and
Waimea 15 and were placed on
file.
An extension o f lease dated
July 22nd, 1906 recorded in Liber
pages between the Lihue
Plantation Co. .Ltd., and the Coun
ty of Kauai for a further term of
ten years from July 1st., 1916, un
der the same terms, rents, coven
ants and privileges, being lease of
the premises known as the County
Stables at Lihue, were approved
by the Board.
A second request from K. C.
Ahana attached to P 130ol for
increase of pay as assistant to the
County Clerk and to the County
Auditor was referred to a commit
ee of three consisting of Messis
McBryde, Brandt and Menefoglio, I
for report and advice.
A proposition P 1301 from the
Spalding Construction Co., of Ho
nolulu for replacing the roof on
the County Building and making
a thorough workmanlike job of it
for $100.00 plus the actual cost,
etc., was received and the same was
accepted , the chairman .however ,to
see that the work is pushed ahead.
An invitation P 1302 to the
members of the Board from the
Hilo Board of trade to be present
and take part in the proceedings
of the Fifth Annual Civic Conven
tion which will be held in Hilo,
Hawaii, from September 21 to
September 25 next, was received
and placed on file.
A application P 1303 from Mr.
Moragne for increase of salary and
travelling expenses was received
and later by a vote and with the
consent of the applicant, action
on the matter was deferred until
the next meeting.
The report P 13041 of the
County road supervisor for the
month of March last was received
and placed on file. The report is
substantially as follows:
"The roads were oiled in Wai
mea and Hanapepe and vicinity.
Some work was done op the valley
roads up Waimea river. Mr. Rob
inson allowed the County to set
back the fence f feet across Keku
pua Valley from bridge to bridge
on the mauka side of the road
where it is intended to excavate a
good big drainage of freshet water
ditch which is designed to lead the
water to the bridgeE and prevent
such frequent overflowing of the
road.
In Koloi District the small ma
cadamizii. i outfit has nearly com
pleted r.iurfacing the Wahiawa
grade w here about ll'i inches of
new crushed rock is being applied
with a binding of grade C asphalt
At Koloa the roadbed is being
widened where the McBryd Sugar
Co's portable track is to be laid; a
tunnel is being dug through the
point to take care of the water that
has heretofore passed through the
big ditch at the edge of the maca
dam around the point and from
the mauka end of the tunnel :
ditch is being dug just inside o
the field extending to the derrick
at the foot of the grade. The
Koloa Plantation and the owners
of the land both gave permission
to set the fence back in order that
the road might be sufficiently
widened. The McBryde Planta
tion extended their culverts at each
of the three ditch crossings and
are doing some of the ditching and
grading, such as has been request
ed of them and if their portable
track is laid as intended it will not
interfere with the road'
In Lihue district, the road lead
ing up the south side of the valley
at Nawiliwili has been regradedin
most parts and concrete grain pipe
put in where needed where this
road passes around the rock
bluff the road is being widened bv
means of putting 24" concrete
pipe in the ditch and filling over
in order to get the additional width.
Work of rounding up and draining
the Huleia school road has been
started. The heavy rains early in
the month washed nearly all of the
sand oil of the road since which
time the road has been dressed
with dirt alone.
I n Kawaihau, the homestead
roads received attention and are
now nearly all in good shape. At
the Thronas bridge one of the con
crete abutments was completed
and the foundation for the other
one put in.
Macadamizing at Moloaa was
resumed and has been extended to
the stream to date and will be con
tinued toward Lihue as far as the
rock on hand holds out. Stone
breaking on the Moloaa Hui land
was continued. The macadami
zing outfit will finish work at Pi-
laa-Moloaa next week and movt to
Kalihiwai where the grading of
the first two miles from Kalihiwai
toward Hanalei will be ready for
macadam on lime. A great deal
of work was done on the grade out
of Kalihiwai and considerably
more remains to be bone. Stone
breaking for the Kalihiwai section
of macadam was finished and the
men started to breaking at Kawa
for the connecting section. Sluic
ing on the Kalihiwai section ot
the new grade was finished, and is
now resumed at Kawa. If all goes
well the macadamizing in Hanalei
District will b e finished about
Aug. 1st and at that time there
will remain about 11 miles sf the
belt road to the macadamized in
Kawaihau District which will com
plete the macadam from Waiawa
to Haena. On the 11 mile stretch
between Moloaa and Waipouli
particularly between Moloaa and
Anahola there is not enough rock
in one place, conveniently located,
to do the macadamizing economi
cally with the large outfit. There
is plenty of good rock near the
road here and there in small quan
tities which could be economically
worked with a smaller and more
portable outfit and in view of the
fact that such an outfit will be
needed for rebuilding macadamiz
ed roads through the countty.now
later than next year, it appears to
me that it would be economy to
purchase the outfit now and first
use it on the main road in Kawai
hau. Such an outfit would cast
about $3,000.00 and would consist
of crusher, elevator-, screens and
engine, One of the two steam
rollers that are now with the big
outfit could be used with the new
outfit. If there is likely to be
money enough to keep the two
outfits going in Kawaihau to the
end of the year and also to do the
necessary grading, I would recom
mend that a suitable outfit be pur
chased and set to work as soon as
possible. By working both outfits
to the end of this year the 11 miles
temaining should be completed.
School?: The teachers cottage
at Waimea contracted to Harry
Hoe is finished and I recommend
acceptance and payment. Needed
repairing at Makaweli school was
done also at Koloa. At Makaweli
the old shingle roof of the princi
pal's ttcottage was repaired and
given a coat of hot asphalt and
sand as an experiment.
Waterworks: After doing some
cleaning of the landing main at
Koloa the flow was somewhat im
proved and it is not necessary to
renew any of tht pipe at present

In the matter of a successor to
D. P. R. Isenberg, resigned, (P
1307) as Kauai's representative in
the Hawaii Promotion Committee,
by a vote the Board concurred in
tht choice of the Kauai Chamber
of Commerce that C. O. Smith, of
Honolulu, and formerly of Kapaa,
Kauai, to be the nominee to fill
the vacancy,
The petition (P 1306) for the
improvement of the road between
Waiawa and Mana, after due con
sideration by the Board, was or
dered placed on file.
Mr. Brandt moved that the chair
have full authority to approve bills
for allowance to the hospitals at
Waimea, Eleele, and at Koloa up
on presentation of the same in due
form, and being seconded by Mr
Rodrigues the same was carried.
Upon the request of Sherilf Rice
he was autlionzed by unanimous
vote of the Board to build a dining-room
kitchin for the jailor at
Lihue.
At 3 o'clock P. M. the meeting
was adjourned subject to the call
of the chair.
