May 12 The Senate Committee on Pacific Isl nds todav reported favorably the bill S. 5777 as follows: The Committee on Pacific Is lands and Porto Rico, to which wn referred the bill (S. 5777) to authorize and provide for the manufacture, maintenance, distri bution, and supply of electric light and power within the Li hue and Koloa districts, county of Kauai, Territory of Hawaii, bavins had the same under consideration, re port it back to the Senate with the recommendation that it do pass with amendments indicated below. This is a bill to authorize a com pany to supply and distribute eleo tric light and power in two dis tricts on the island of Kauai, also known as the county of Kauai, Ttrritoiy of Hawaii. The entire population in thtse twodistrnts is less than 10,000 people, and there is no prospect o any considerable increase. This franchise contains a clause which expressly reserves to Con gress the right to amend or repeal the bill, and furthermorr provides that the franchise is not to be construed as being an exclusive one. It is also provided that the com pany shall be subject to the rules and regulations ct the Tublic Util ities Commission of the Territory. Also, that after the lapse of 20 years the plant may be purchased by either the Territory of Hawaii or the county of Kauai. An electric-light service wouHl be a desirabie and proper con venience for this small community and would make for greater public improvement. C, May 12 Senator Warren has ofiered an amendment to the agricultural ap propriation bill proposing to ap propriate $12,000 for the purpose of acquit ing the volcano observa tory at Kilauea and conducting observations by the United States government. Horses For Races Four horses belonging to Colonel Spalding's stables at Kealia went to Honolulu Saturday night to go into training for the races on June 10. Among the number wa3 "Sky scraper" and two entirely new horses from which much is expect ed.
