COM MENDS LABOR

The Secretary of Labor has trans
mitted to Congress the 5th annual
report of the Labor Commissioner
on labor conditions in Hawaii for
the year 1915. The report is volu
minous and contains valuable statis
tics and information covering all
phases of labor in the Territory. In
conclusion the Commissioner ad
vances the view that labor condi
tions in Hawaii are better than in
most tropical countries, and in some
ways they are better than in many
mainland communities. Most of
the 1etterment of labor conditions,
the Commissioner says, has not been
nt the instance of the laborers them
selves. It has been partly forced
from employers b y competition
among themselves for labor. The
improvements in housing and camp
sanitation, the gradual betterment
of medical service, and the financial
support given to welfare work among
the plantation laborers, have been
unsolicited ; and indeed, precautions
to protect the health of workers are
not always welcomed by them. The
Commissioner says there is no rea
son for an alarmist attitude towards
the Japanese, and he believes the
Asiatic element in Hawaii may be

Arrangements have been com
pleted for the proposed polo tourna
ment at Kapiolani park in Hono
lulu in September which will be
participated in by a team from this
island. Oahu, the Army, Maui and
Kauai will appear in the con
tests. Kauai has some pood pl.-iyers
but the ponies of this island are
green and will have to he nut
through a pretty stiff campaign of
training in order to make any sort
of showing. However, the local
players are enthusiastic and will
