Honolulu (Thursday) As a re
sult of the discussion which arose
in the mooting of the harbor board
yesterday afternoon over the rail
way question on Kauai and the non
delivery of freight by rail to the
Karma merchants, harbor commis
sioners were' today sent copies of
the agreement with the Makoo Sugar
Company entered into with the gov
ernment. The agreement, which is signed
by forniet Governor Walter Froar
and Charles. Judd, former commis
sioner of lands, states that the road
shall carry all offered freight and
passengers to and from said home
steads to Kapaa village, Koalia vil
lage or Anahola wharf as. required,
any direction at reasonable rates.
It was pointed out at the mooting
yesterday afternoon that if the rail
way is used to carry freight in this
manner it comes under the provi
sions of the Interstate Commerce
Commission as a common carrier.
