Tin- following bill has boon intro
duced in the Legislature by Repre
sentative John Leal:
Skction 1. Section 2(55 of the
Revised Laws of Hawaii of l!)lf is
hereby amended so as to read ns
"Skc. 2(55. Duties. It shall be
the special duty of the Inspector
(ieneral of schools to make frequent
tours of the respective islands and
districts; to examine into the con
dition of the public, schools; to in
form school officers and teachers of
their several duties; and to foster
generally an interest in the cause of
education. The inspector general
may, in the discretion of the depart
ment, have the power of appoint
ment and dismissal of school teach
ers; the arranging and rearranging
of studies to bo pursued; and the
prominence to be given to any par
ticular branch of learning; to hold
examinations for the purpose of de
termining the qualifications of per
sons desiring to serve as school
teachers; to give certificates of ap
proval to those found competent;
and to do and perform nil other
matters and things intrusted to his
care by the department, lie shall
repoit in writing a distinct state
ment to the department of all acts
and duties performed by him; all
of which shall be subject to be ap
proved or disapproved by the de
partment. Provided, however, that
in no case shall a school teacher be
dismissed without a trial and hear
ing had before the department upon
charges presented in writing by the
Superintendent of Public Instruc
tion or the inspector general, and a
full ami complete hearing had be
fore the department, and for good
and just cause shown for such dismissal."
