AMENDMENTS TO
LOCAL LAND L
UQU0R LAW IS
OUTLINED FULLY
The following joint tesolution
has been introduced in the Senate
by Senator lialdwin:
Whereas, it is deemed desirable
mid to the best inter ests of the
Territory that certain changes be
made in the land laws of the Ter
ritory in order to encourage citi
zens to settle upon government
lands, to insure bona fide home
steading, and to obtain o resonablc
return to the Territory bv way of
rent for the use of government
lands, further protecting the Ter
ritory by retaining title thereto on
account of the limited area of pub
lic land; and,
Whereas, such changes can only
be made by the Congress of the
United States;
Therefore Be it Resolved by the
Legislature of the Territory ot Ha
waii: That the Congress of the United
States be, and it hereby is. request
ed to amend or change the land
laws of the Territory of Hawaii as
follows:
1. By providing that homestead
leases may be issued under the
conditions and for the term of 999
years as set forth in part 6 of the
present land laws of the Territory
of Hawaii Chapter 26 of the Laws
of 1895 , except that the area so
to be leased shall be increased but
shall not exceed 80 acres in the
case of agricultural lands, and shall
not exceed 250 acres in the case of
pastoral lands;
2. Bv providing that the holders
of such leases may be required to
pay renlal at. the rate of 4 per cent
per annum upon theappraised value
of such land as determined by an
impartial board of appraisers, duly
appointed according to law, autho
rity being also conferred upon the
administrative officers of the Ter
ritory of Hawaii to omit from such
leases of pastoral land any condi
tion concerning the cultivation
thereof, and in their discretion nnv
condition rtcuiriiig the planting
of trees;
3. Bv providing that whenever
anv public land hild under a gen
eral lease is withdrawn tor the
purpose of being let for homestead-
ing, the lessee under the general
lease shall be reimbursed for the
cost of improvements place! by
such'lesse upon meli land in such
amount as may be found to be
equitable and just-in the judgment
of a board of appraisers, duly ap
pointed according to law.
And Be it Further Resolved.
That copies of this resolution .duly
certified, be forwarded bv the
Secretary of the Territjrv cf Ha
waii to the President of the Senate
and Speaker of the House of Rep
resentatives of the Congress of the
United States and the J 'elegate to
Congress from Hawaii together
with an appropriate form ot bill or
hills for the consideration of the
Congress, embodying the precise
chances necessary to accomplish
the purposes of this resolution.

sell, offer for sale, keep for sale,
traffic in, barter, export, ship out
of the District of Columbia, or ex
change for goods or merchandise,
or solicit or receive orders for the
purchase of anv alcoholic or other
prohibited liquors for beverage
purposes or for any other than
scientific, medicinal, pharmaceuti
cal, mechanical, 'sacramental! cr
other non-beverage purposes.
'That anv person or persons, or
anv house, company, association,
clun, or corporation, his its cr
their agents, officers, clerks, f.r
Servants, who shall directly or in
directly violate the provisions of
ths section shall be deemed guiltv
of a misdemeanor, and upon con
viction thereof shall be fined net
less than $300 nor more than 51,-
000, and shall be imprisoned i:i
the District juil or workhouse for
a period of not less than thirtv
davs nor more than one year for
each offense."
"All houses, boathouses. build
ings, club rooms, and places of
every description, including drug
stores, where alcoholic liquors are
manufactured, sold, vended, or
furnished contrary to law (includ
ing those in which clubs, orderr,
or associations sell, barter, distri
bute, or dispense intoxicating liq
uors to their members, by any
means or device whatever, as pro
vided in section eight of this Act)
shall be held, taken, and deemed
common and public nuisances."
The Act also prohibits the use
of the "locker" system in clubs
or hotels It provides for the sale
of alcoholic and other prohibited
liquors by druggists for medicinal
purposes on prescriptions of phy
sicians, but under stringent regu
lations. ,
