In consideration of the petition
of Allen Clessen Kauluheimalania
Mahelona.of the Conntv of Kauai,
Territory of Hawaii, for a decree
changing his name to Allen Clcs
sen Kauluheimalania Wilcox, and
there appearing to he good reasons
for granting the said petition:
Now, therefore, 1v virtnre of
the authority in me bv law vested
and tne hereunto enabling. I, Lu
cius E. I'inkham, Governor of the
Territory of Hawaii, do hereby
order and decree that the name of
Allen Clesse.i Kauluhcimalama
Mahelona be and hereby is chang
ed to Allen Clessen Kauluhcima
lama Wilcox, and that a copy of
this decree be published fot at least
four consecutive weeks in some
newspaper of general circulation
in the Territory of Hawaii; Jo wit,
the "Garden Island" published at
Lihue, Kauai.
Dated at Honolulu, this twenty
fifth day of April, A. D. 1917.

The undersigned, having been
duly appointed aVlministrator of
the Estate of Mary Yoshioka Ya
nagihara. deceased, hereby gives
public notice to all creditors of
the said deceased to present their
claims, duly authenticated and
with proper vouchers, if any exist,
even if the claims are secured by
mortgage on real estate, to him,
the undersigned, at his office in
Kilauea, Kauai, or at the office of
his attorney, Philip L. Rice, in
Lihue. Kauai, within six mouths
from the dale of the first publica
tion of this notice, such date being
April 24th, 1917, or said claims
will be forever barred.

Public Lands
For Homesteads
Opening of Public Lands for
Homesteads on the Island
of Kauai.
Notice is hereby given that the
public land hereinafter described
will be opened for homesteading
as follows, in accordance with law
and subject to withdrawal before
their selection:
1. LOCATION OF LAND.
The land to be opened is on the
Island of Kauai, and is known as
the Kapaa Homesteads, Fourth
Series, in the District of Kawai
hau. 2. CHARACTER OF LAND.
The land in this tiact is first-class
agricultural land and has been
under Sugar Cane Cultivation.
3. TERMS AND METHODS
OF DISPOSITION. The persons
entitled to take up said land will
be determined by drawing or allot
ment. Each person may take one or
two adjoining lots. These lots
may be taken only by Special
Homestead Agreejnent, the princi
nal terms of the same, being as follows-
(a) PAYMENT. 5 per cent
down, 5 per cent in ore yeir, 10
per cent each year thereafter until
the full purchase price is paid, with
interest at 6 per cent per annum,
but with the privilege of paying
any or all installments at any time
and thereby stop the correspon
ding interest.
(b) RESIDENCE. Five years
during the fust ten years in pe
riods of not less than six months
at a time; or, three years continu
ously; residence tc begin within
two years.
(c) CULTIVATION. 20,30.
40, 50 and 60 per cent of the land,
and 5, 10, 15, 20 and 25 treas per
acre on the remaining 40 per cent
of the land, from the end of the
first, second, third, fourth and
fifth years, respectively, until the
homesteader becomes entitle to a
patent; or, 40 per cent of the land
and 25 trees per acre on the re
mainder for three years continu
ously, other conditions having
been fulfilled up to time of be
ginning of said three years.
(d) TRANSFERS. Restric
tions on selling, leasing, etc., as
prescribed bv law.
(e) PATENT. In from three
to ten years according to the time
within which the provisions as to
payment, residence and cultiva
tion are fulfilled.
Possession will be given at once
or when growing crops, if any,
have been harvested. Ivxceptions
and reservations will be made tor
existing flumes, ditches, reservoirs,
streams, wire and pipe lines,
roads, trails and railroads. No
lots will be sold as wet lands with
appurtenant water rights, all
waters aie reserved for the public
or common use and benefit.
4. APPLICATION FOR PAR
TICIPATION IN THE DRAW
ING. All persons qualified to
take homesteads may, on or before
Monday, July 2nd, 1917, but not
thereafter, present to the com
missioner of Public Lands, Hono
lulu, by ordinary mail, but not in
person or by registered mail, or
otherwise, sealed envelopes con
taining their applications for par
ticipation in the drawing herein
provided for; but no envelope
shall contain more than one appli
cation or any other paper than the
application and no person shall
present more than one application
for this drawing.
All such applications must be
made on blank forms furnished by
the Commissioner of Public Lands
or his agent, and must show the
full name, mail address, age,
height, weight and sex of the ap
plicant, and whether he or she is
single or married, and be swern to
by him or her before a sub-agent
of public lands, rotary public,
judge or other officer authorized
to administer oaths, and must be
mailed in envelopes furnished by
the Commissioner or any such
agent,
All such envelopes shall have
printed upon them the Commis
sioner's address and the, words
"Application, Drawing for District
of ," the blank in which
quotation must be filled in with
the district in which the land de
sired is situated; and no such en
velope shall indicate the person bv
whom it was presented or mailed
or bear any mark of identifica
tion. All envelopes must be se
curely sealed and should have the
tequisite stamps attached thereto
before they are placed in the mail.
Any person who presents more
than one application for this land
drawing, or any application in any
other than his true name, shall
not be permitted -to participate in
such drawing.
All envelopes which indicate .by
whom they were presented or
mailed will be opened as soon as
received, and the applications
therein will forthwith be returned
to the applicant.
5. DRAWING AND ASSIGN
MENT OF ORDER OF SELEC
TION, Upon receiving any such
envelope properly addressed and
properly indorsed as above re
quired, the1 Commissioner will de
posit it in a suitable container,
into which will be deposited oijly
and all such envelopes as are pro
perly indorsed for the drawing,
and such container will be so con
structed and so kept as to prevent
envelopes deposited therein from
being removed therefrom without
detection until they are publicly
opened on the day when the draw
ing and assignment are made.
At 9 o'clock a. m., at the Capi
tol Building, Honolulu, on Tues
day, July 3rd, 1917, or as soon
thereafter as mav be, the con
tainer for such land drawing' will
be publicly opened and all the en
velopes therein will be thoroughly
mixed, and will then be taken,
one at a time, impartially and in
discriminately,' from such contain
er, and the applications contained
in such envelopes when correct in
form and execution, will be num
bered serially in the order in which
thev are taken, beginning with
number one. and the numbers
thus assigned shall determine the
order in which the persons named
therein may select and take lots.
A list of the applicants to whom
numbers are assigned showing the
number assigned to each of them,
will be conspicuously posted, and
furnished to the papers for publi
cation as a matter of news, and
notice of the number assigned and
the time and place he must appear
to make hi selection will be
promply mailed to the address set
forth in the application of each
person to whom a number is as
signed.
All applications which are not
correct in form and execution will
be parked "Rejected, imperfectly
executed," and filed in the order
in which they are rejected, and
notice thereof will be sent to the
persons who presented such appli
cations. 6. SELECTION OF LOTS.
Beginning at 9 o, clock a, in., on
Wednesday, July 11th. 1917. at
the Court He use, Kapaa, Kauai.
Any persons holding numbers
assigned to them for aJiy such
land drawing may make their se
lection of the lots that are open to
selection and desired by them in
the order in which their applica
tions for participation are num
bered. It any person who lias been as
signed a number at the drawing
fails to appear and make his selec
tion when the number assigned to
nun :s reached and his name is
called, his right to select will be
pass?d until the other applicants
assigned have been disposed of,
when his name will be called
again, and if he then fails to ap
pear and make his selection, he
will be deemed to have abandoned
his right to select.
7. PROOF AT TIME OF
SELECTION. At the time he
appears to make hi selection, each
applicant must be prepared to
show his Qualifications to take a
homestead by affidavit in the form
piescribed by the Commissioner,
and otherwise. If any applicant
is not a citizen of the United States
I same time either the original or a
certified copy of his declaration of
intention to become a citizen, or
of the order of the court admitting
him to citizenship; and if an ap
plicant who is not born in the
United States claims citizenship
through his father's naturalization
while he was un.dyer twentv-one
years of age, he must present a
certified copy of the order of the
court admitting his father to citi
zenship. No person who appears to be
disqualified to take a homestead
will be permited to make a selec
tion, or in esse he has made a se
lection, to receive the necessary
papers or take or retain possession
of the lot selected.
8. FORMS, MAPS, INFOR
MATION. Blank forms of appli
cations, addressed envelopes for
applications, blank forms of affida
vits of qualifications, other neces
sary forms and information in re
gard to the lands to be opend and
the terms under which they may
be taken, may be obtained from
the Commissoner of Public Lands
at Honolulu, or from the Sub
Agents. Bernice E. L. Hundley,
