the motion of Mr. Menefoglio second

to by the clerk.
Dr. Young of Lihue appeared before
the Board in behalf of the Lihue hos
pital and asked that the County pays
a part of the expenses incurred in the
installation at the Lihue armory dur
ing the flu epidemic of accommoda
ting facilities for the convenience of
the patients the bill for this matter
amounted to $267.63 and upon the mo
tion of Mr. 'McBryde seconded by Mr.
Menefoglio the request was granted.
The report (P 1667) of the county
road supervisor for the month of
April, 1919, was received and placed
on file. It is in substance as follows:
"The new Wheeling crusher was set
up at Camp 4 Makaweli and work of
macadamizing started a week ago. So
far the output of the crusher is very
low, less than half of the guaranteed
capacity. There may be something
wrong with the crusher. The Iron
Works man is to be here this week to
look it over. Work was stared on the
new location of the road into Eleele
school, running in front of and along
the pali side of the Eleele hospital
Koloa district: Resurfacing at La
wai was finished from a point halfway
up the Lawai grade to the culvert be
yond Kalaheo school a distance of
about li miles. At Lawai, the maca
damizing outfit also built about 800
feet of road for the Kauai Fruit and
Land Co. The outfit was moved and
set up at the top of Wahiawa grade
where resurfacing work will begin today.

Lihue district: A lot of 250 yards
or so of rock was crushed at Lihue
stables this rock is for general repair
work. Work was resumed on Wailua
bridge at the middle of the month and
good progress is now being made. The
Huleia bridge is gone beyond repair
and will have to be renewed. It was
posted and propped up so as to hold
until it can be rebuilt or until a fresh
et knocks out the propps. This bridge
must be renewed or replaced by a con
crete structure this year.
In Kawaihau most of the road was
done on homestead roads. The home
stead road contracts are nearly com

The balance of the 250 barrels of
asphalt just received will be used for
repair work in Waimea, Koloa and
Crude or Fuel oil is now obtain
able in barrels from Honolulu and I
believe it should be used on the newly
surfaced macadam roads, after they
have stood a few months wear.
The cost of the above oil is $2.40

Upon the recommendation of the
county road supervisor aided by a
motion from Mr. Menefoglio which
was seconded by Mr. Bettencourt, Jr.
the Board by a vote authorize the
county road supervisor to put in two
(2) new piers for the Hulaia bridge

ings for the month of April were re
ceived from Anahola, Haena, Hanalei,
Hanamaulu, Huleia, Kalaheo, Kapaa,
Kapahi, Kauai High, Kekaha, Kilauea,
Koolau, Lihue, Makaweli, Mana, Omao
and Waimea, and were placed on file

A request (P 1669) from Mr. Mahl
koa for a permission to connect a pipe
to the county mains at Kapaa home
stead so as to obtain water for his
domestic uses was received and the
same was granted upon the motion of
Mr. Bettencourt, seconded by Mr.

a recess to meet again at 1:30 p. m.
At 1:30 p. m. the Board again re
sumed its meeting.
There were present at this session
the health committee members of the
Mokihana Club, namely Mrs. J. M.
Lydgate, Mrs. R. L. Wilcox and Mrs.
Wm. Henry Rice; also Vaughan Mac
Caughey, superintendent of public
Instruction, E. A. Knudsen, commis
sioner of public instruction, and Miss
B. E. L. Hundley, supervising princi
pal of the Kauai county schools, and
the matter of the improvement of the
school conditions in this county, par
ticularly of the Lihue public school
and teachers cottages etc, etc.brought
to the attention of the Board by the
Mokihana Club health committee was
taken up for the consideration of the
Board. After a general discussion
had on the matter the Board decided
to give the matter its closest atten
tion and promised to communicate

& Davis, architects of Honolulu, for
plans, specifications and estimates
for a new concrete school building to
be erected in Lihue.
Mr. Brandt moved that the pay of
the superintendent of water works for
.Waimea be increased to $45.00 per

JColoa, to$60.00 per month, and being
