Hereafter it seems that the
handling of Government Bonds,
War Savings,' Thrift Stamps, etc.
is going to be given over to spe
cial government paid agents.
Just, why ibis , change of base
has come 'about we do not know.
Has pat riofiet enthusiasm so far
simmered down or ebbed away
that the volunteer system is no
longer effective? Or it has be
come evident, as the result of ex
perience, that the best results can
be secured only from responsible
However it may be, it seems an

ARE GOATS A M EX ACE
Unfortunately we have no cen
sus of the goat population of the
Island, and no figures in regard
to the increase of the same. Hut
we have an instinctive conviction
that thev are decidedly on the in
crease. And this being so they
constitute a very serious menace
to the forest cover of that part of
the Island where the particularly
thrive and carry on business.
With the limited rainfall of
that whole Xapali region, it is a
struggle for the forest cover, or
indeed any kind of vegetation, to
hold its own. To have to strug
gle up to a precarious foothold
against unfavorable weather con
ditions, and then on top of that
to face the omniiverous appotitie
of Ihe ubiquitous goat. that is a
losing game for the forest, the
disastrous outcome of which is
pretty well assured.
It is doubtless impossible to
ciadicate the !t from the Na
pa !i fastnesses, but at any rate
they may perhaps be kept down
to something like a reasonable
We would respectfully com
mend this matter to the atten
tion of the Forestry Department.
We trust that they may be able to
assure us that our fears are
AXOTHER M EX ACE TO
We understand that fires have
been set along the Kalalan trail,
for the purpose of burning off the
the scrub jungle to improve the
grazing, and that some of these
tires have crept up into the high
er ridges where of courss they
are utterly beyond control.
The utmost care should be ex
ercised in the matter of fires of
any kind n this region.
