April 8th, 1920, at tho front door of '
tho Capitol Building, Honolulu, T. H.,
thoro will bo sold at public auction,'
under Section 380. of tho Revised -Laws
of Hawaii of 1915, a llcenso for
tho development and distribution of
the water of the North Wailua, Kapaa
and Anahola Streams. Kauai, the
chief features of tho license to bo as
follows:
1. Tho purchaser to agree to ex
pend such amounts as are necessary
up to ono million dollars to construct
ditches, reservoirs, said expenditures
to be mado In tho following manner:
a sufficient amount during tiie first
two years from date of llcenso to con-
struct a ditch of sufficient size and
length to distribute tho normal flow
of tho North Wailua Stream to the
present homesteads at Wailua and "
Kapaa; to expend not less than
160,000 each year thereafter in the
jCtirthor development of tho system
until tho work Is completed or the
one mlllon dollars is exponded.

3. Tho water to bo distributed

all homesteaders and others desiring
to purchase water in tho district.
4. Chargo to bo $12. per acre per-
annum; this rate to be adjusted
every five years by the public utili
ties, commission.
5. Purchaser to operate , and main
tain tho system, distribute the water
and keep accurate accounts showing
In detail the cost of such maintenance
and distribution.
G. A sufficient amount to bo set
aside each year as a sinking fund to
reimburse the purchaser of the
license for his capital invested at the
end of tho 21 year period.
7. The purchaser to pay to the
Government all income received from
the sales of water over and above the
the operating expenses, sinking fund
and interest nt the rato of G per cent,

Tho entire system to revert to
tho Government at tho expiration of
tho license.
9. Term of license', 21 years from
April 8th, 1920.
10. Upset rental, $1. per year, pay
able annually in advance.

of advertising and other charges In
connection with tho preparation of
