Forestry Concerning the Control of
Certain Insect and Plant Pests.
Tho Board of Commissioners of Ag
riculture and Forestry of tho Territory
of Hawaii hereby mako tho following
rules and regulations for the purpose
of controlling certain Insect posts and
plant pests In tho Territory of Hawaii:
SECTION 1. No glngor plant, or
part thereof, no fern plant or part
thereof, and no Spanish moss, (Tllland-
sla usneoides) btherwlso known as
Florida moss or old man's beard, shall
bo carried, transported, or shipped
from any ono Island In this Territory
to any other island in this Territory,
except by special written permit from
the Hoard of Agriculture and Forestry.
SECTION 2. No ginger plant or
part thereof, no fern or part thereof,
and no Spanish moss shall bo trans
ported in any manner from ono part
or locality of any Island to another
part or locality of tho samo Is
land, except by special written permit
from the Board of Agrlculturo and
.SECTION 3. Inspectors and other
duly authorized agents of tho Board of
Agriculture and Forestry are hereby
empowered to examine and Inspect all
freight, baggage, and belongings loav-
ng or arriving at any port of tho Ter
ritory or being transported from ono
part or locality of any island to anoth
er part or locality of tho same Island
.tnd to destroy any and all ginger
plants or parts thereof, and all fern
plants or, parts thereof, and any and all
Spanish moss found among or In such
freight, baggage and belongings.

BOARD OF COMMISSIONERS OF
AGRICULTURE AND FORESTRY
RULE XVI DIVISION OF ANIMAL
Under authority of Section 503 of
the Revised Laws of Hawaii, 1915, tho
Board of Commissioners of Agrlculturo
and Forestry hereby issues tho follow
ing regulation to prohibit Inter-island
shipment of dairy cattle affected with
JSECTION 1. No dairy cattle shall
be sniped from one island to another
unless accompanied by a permit issued
by tho territorial veterinarian, or his
deputy, on blanks supplied by this
SECTION 2. Such permit shall cert-
Ify to the freedom from tuberculosis of
the animals in question as proven by
the tuberculosis test' within one week
previous to shipment, or certify that
tho animals come from a herd which
has passed tho tuberculin test success
fully twice within tho preceding eigh
SECTION 3. The territorial veteri
narian, or his deputy, shall on request
of the owner or shipper, issue a permit
to ship untested but apparently heal
thy cattle In quarantine, such cattle to
bo kept segregated on premises approv
ed by said olllccr at the .point of desti
nation until tuberculin tested and re
leased by him.
SECTION 4. It shall bo the duty of
the owner or consignee to mako sure
that the said permit reaches tho ter
ritorial veterinarian,, or his deputy, be
fore removal of tho cattle from tho
wharf where landed, and tho master,
owner or agent of tho vessel carrying
such cattle shall not allow such remo
il until authorized by said officer. "
SECTION G. Tho territorial veteri
narian, or hiR deputy, issuing such cer
tificate shall furnish a copy of the
same to tho local agent or the master
of tho vessel accepting such shipment
and shall mail or forward another copy
without delay to the territorial veteri
narian, or his deputy, at the place of
SECTION 6. This rule shall take
effect upon its approval by the Gover
nor. Approved this 25th day of February,
