At the annual meeting of tho stock
holders of Lihuo Plantation, held at tho
offices of tho American Factors, Hono
lulu, last Wednesday morning, soveral
now officers woro elected.

Sherman as president. F. J. Lowrey
and Richard H. Trent retiro from tho
directorate and C. II. Cooke, R. C.

Company to Expand
The Kauai Telephonic Company
will increase iN capitalization
from ?20,000 to 50,000. Ten thou-
sand dollars will be put into now
lines and improvements, u , like
sum will bo paid to stockholders
as a stock dividend, and the re
maining 10,000 worth of stock
will he held in reserve. Applica
tion has been sent to the utilities
commission for the necessary per
mission for these changes.
Important Amalgamation
The Wnimea Stables, Ltd. and
Gomez Garage are to amalgamate
and conduct a joint business that
is to be more than twice as effic
ient and satisfactory as that cbn
ductcd by them singly.
Alfred Gomes, heretofore man
ager for the Waimea Stables, Ltdr,
will remain there in that position,
and Clem Gomes will continue to
handle the Gomez end of the com
bined business at Nawiliwili. The
new concern is making application
to the Treasurer for permission to
increase their capital to meet their
ncreased needs.

INSPECTION
Rule and Regulation of the Board of.
Commissioners of Agriculture and
Forestry Concerning the Control of
Certain Insect and Plant Pestt.
The Board of Commissioners of Ag
riculture and Forestry of tho Territory
of Hawaii hereby make tho following
rules and regulations for tho purpose
of controlling certain insect pests and
plant pests in the Territory of Hawaii:
SECTION 1. No ginger plant, or
part thereof, no fern plant or part
thereof, and no Spanish moss, (Tilland-
sia usncoides) otherwiso known as
Florida moss or old man's board, shall
bo carried, transported, or shipped
(from any one island In this Territory
to any other island in this Territory,
excopt by special written permit from
tho Board of Agriculture and Forestry.
.SECTION 2. No ginger plant or
part thorcof, no fern or part thereof,
and no Spanish moss shall be trans
ported in any manner from one part
or locality of any island io another
part or- locality of the samo is
land, excopt by spocial written permit
from tho Board of Agriculture nnd
Forestry.
SECTION 3. Inspoctors and other
duly authorized agents of tho Board of
Agriculture and Forestry aro hereby
empowered to examine and inspect all.
freight, baggage, and belongings leav
ing or arriving at any port of tho Ter
ritory ,or being transported from one
part or locality of any Island to anoth
er part or locality of tho samo island
and to destroy any and all ginger
plants or parts thereof, and all fern
plants or parts thereof, and any and all
Spanish moss found among or In such
freight, baggago and belongings.

BOARD OF COMMISSIONERS OF
AGRICULTURE AND FORESTRY
RULE XVI DIVISION OF ANIMAL
INDUSTRY
Under authority of Section B03 of
the Revised Laws of Hawaii, 1915, the
Board of Commissioners of Aericultur
and Forestry hereby issues the follow
ing regulation to prohibit inter-island
shipment of dairy cattle affected with
tuberculosis:
SECTION 1. No dairy cattle shall
be shiped from one island to another
unless accompanied by a permit issued
by tho tprritorial veterinarian, or his
deputy, on blanks supplied by this
Board.
SECTION 2. Such permit shall cert-
ify to the freedom from tuborculosis of
tho animals in Question as nroven hv
tho tuberculosis test within one week
previous to shipment, or enrtitv thn
the animals como from a herd which
has passed the tuberculin test success
fully twice within tho procedine eijrh-
teen months.
SECTION 3. The territorial vetcri-
narian. or his deputy, shall on request
of the owner or shipper, issue a permit
to ship untested but apparently hoal-
my cattlo In quarantine, such cattle to
be kept segregated on promises approv
ed by said officer at the point of desti
nation until tuberculin tested and re
leased by him.
SECTION 4. It shall be the dutv of
the owner or consignee to mako Bure
that the said permit reaches the ter
ritorial veterinarian, or his denutv. be.
fore removal of tho cattlo from the
wharf where landed, and the master.
owner or agent of the vessel carryinc
such cattlo shall not allow such remov
al until authorized by said officer.
SECTION 5. Tho territorial veteri-
narian, or his deputy, issuing such cer
tificate shall furnish a copy of the
same to tho local agent or the master
of tho vessel accepting such shipment
anu snail mail or forward another copy
without delay to the territorial veteri
narian, or his 'deputy, at tho place of
destination.
SECTION C. This rulo shall take
effect upon Its approval by the Gover
nor.
