The regular monthly and business
meeting of the Board of Supervis
ors of the County of Kauai was held
as usual, on Wednesday, May 3rd,
1922, at 9:30 a. m.

Memles, A. Menefoglio.
The minutes of the meeting were
read and approved.
A request, ffom Miss Wilcox, com
missioner of education of Kauai,
and Mr. llollinger, principal, Kauai
I light school, for a manual training
building for the high school was re
ceived and placed on file. Upon mo
tion of Mr. Menefoglio, seconded by
Mr. Memles, and by unanimous vote,
the county road supervisor was in
structed to survey the land avail
able for said building and report at
the next meeting of the board, the
2".th inst.
A bid. from Geo. W. Mahikoa, for
the grading of the I'uukapele road
and macadamizing a section thereof
was received and referred by unani
mous vote to the county road sup
ervisor, Mr. Middleton, for report.
Later, upon the report and advice
of the county road supervisor and
by ununimods vote, the bid was re
jected. A verbal request by Mr. Coney
for the cancellation of his bond with
the county for the construction con
tract of the Makaweli new school,
which was completed was heard.
The board, with the advice of the
county road supervisor, and by unan
imous vote, granted the request.
The several demands submitted
and herelnbelow listed, after exam
ination, was approved.
A request from Mr. Englehard,
post commander, Kauai American
Legion, to remodel the Lihue armory
at the American Legion's expense;
the plans and specifications are to
be drawn to the entire satisfaction
of the county road supervisor, and
with the permission of the board
the said county road supervisor will
act as inspector to see that the
plans are faithfully carried out by
the contractor, was read, and by
unanimous vote, granted, the request.
The report of the county road su
pervisor for the month of April last
was received and placed on file.

WA1MEA DISTRICT
Several small bridges were repair
ed In the Mana section. A small box
culvert was constructed and a few
dfcy's work done on the Puukapele
road near the main road.
The Mukaweli school building vas
.completed. About 40 yards of stone
was crushed and hauled upon the
site for the construction of the toil
et buildings.
KOLOA DISTRICT
Kukulolono Macaam: The Kukulo
lono rvad macadam was completed
to the corner" of Akl's lot; mox-i roll
Ing and watering Is yet to be done.
1,000 gallons of oil was put down
on the Koloa Landing road anil lat
er covered with sand.
Parts of the Kukulolono road was
patched, 10(10 gallons of oil put on
Patching was done on the main
road near Lawai and Koloa.
Several breaks In the Kalnheo
wooil pipe wero repaired. Two bun
galow class rooms wero moved from
tho old school and re-erected
the new grounds.
A domestic science building at tho
Eleelo school was practically com
plated during tho month and the
construction of a now shop build
ing begun.
A Jailor's cottage at Koloa was
begun and is about half completed.
LIIIL'E DISTRICT
Patching on the main road was
done near Half-way Bridge and on
Niumalu road. Somo grading was
done at the beginnln of the fish
pond wad.
About 40 cars of broken stone
were loaded and delivered to the
county lot. The crusher was operat
ed several days crushing stono for
road repairing.
The construction of the Lihue
school administration building con
tinued and is about ready for the
painting.
The work on the Hanamaulu school
advanced so that the building will
be completed during May.
A teachers' cottage at the high
school was re-screened.
KAWAIHAU DISTRICT
Some work at several places in
the homestead was done during the
first part of the month. About one
third of the Kapaa school road was
asphalted.
Some repair work was done at
the Wailua school.
WAILUA ROCK FILL
Work continued on the sea wall
at Wailua. ,
HANALEI DISTRICT j V
2,000 gallons of oil was put down
on the Hanalei Landing road, and
on the main road; other road re
pair work was done near Haena and
Kalihikai.
Piles for, the bridge at Wainiha
were made and pile driver is being
made to put in the piles about the
middle of May.
A new redwood tank was installed
at the Haena school.
The work on the Kilauea new
school building continued and will
probably be completed about the
first of June.

The following school requisitions
were received by the board and ac
tion taken as follows:
Anahola school for supplies, was
granted. m
Hanamaulu school, for supplies,
was granted.
Kapaa school, for the installation
of additional piping and hot water
system, etc., was granted.
Kauai high and grammar schools,
for supplies, was granted.
Lihue grammar school, for Jani
tor's supplies, was granted.
Makaweli and Kekaha schools, to
put on wooden strips on desks, were
granted. ,
A request from Miss Hundley, su
pervising principal of Kauai schools.
for a principal's cottage for Huleia
school, was received. The chairman
by unanimous vote, was authorized
to ask Mr. Rice for a piece of land
opposite the Huleia school for the
said principal's cottage, and if the
answer is satisfactory, to instruct
the county road supervisor to call
for bids for, said principal's cottage,
Upon the motion of Mr. Brandt,
seconded by Mr. Silva, the chair
man by unanimous vote was author
ized to make arrangements with
the Lihue Plantation Co., In regards
to disposing of the old Hanamaulu
school buildings.
Upon the motion of Mr. Menefog
lio, seconded by Mr. Mendes, and by
unanimous vote, the chairman and
the county road supervisor were au
thorized, within ten days, to call
for, and to open bids, to furnish the
county lor the Hanamaulu new
school, with water closets.
Upon the motion of Mr. Menefog
lio, seconded by Mr. Mendes and by
unanimous vote, water works for
the Lihue grammar school will be
installed. The county road supervis
or was instructed to call for bids
for furnishing the county with wat
er pipes for the above work, the
bids to be opened on the 25th Inst
Upon the motion of Mr. Menefog
lio, seconded by Mr. Mendes, and
by unanimous vote, the Kilauea old
school biuldings, etc., will be remov
ed to the new site and Joined In
such a way as to make a kitchen
and a manual training house for the
said school. And also to put In a
Gliding door between two class rooms
In the new Kilauea school, the work
to be done by the contractor and
tho expenses for said extra work
to be paid by the county.
Of the board's own motion and
by unanimous vote, Mr. Menefog
lio was authorized to buy un asphalt
heater for tho district of Hanalei
A resolution to petition the gover
nor of Hawaii and the commission
or of public lands to set aside for
public park purposes, as an add I
tion and extension to the Poliahau
Park, Wailua, Kauai, that tract
known as tho Puuki ridge, adjoin
lug the Wailua river and containing
an area of approximately ten acres,
and also that small area of sink
land to the north of tho present
park at Kapaa was read. The board
concurred.
A verbal request by Mr. Silva for
an additional appropriation of two
hundred dollars ($200.00) to be add
ed to the regular monthly allowance
of six hundred dollars ($000.00) for
tho Koloa district was granted.
Mr. Silva, by unanimous vote, wa
appointed a committee of one, on
behalf of the board, to ask the
Knudsen's estate for a piece of land
for a site for the Koloa new court
house.
The county road supervisor, by
unanimous vote, was authorized to
inquire into the causes of the short
age of water at Koloa water work
und report.
Upon the motion of Mr. Menefog
lio. seconded by Mr. Silva. the sum
of one hundred fifty dollars ($150.00)
to be paid out of available moneys
in the General Fund and the sum of
two thousand three hundred fourteen
dollars and eighty cents ($2,314.80)
to be paid out of the Permanent 1m
provement Fund in the treasury
were appropriated as additional ap
propriation to be used for the fol
lowing purposes:

At 12 o'clock noon, a recess was
taken.
Afternoon Session
At 1:30 p. ra., the board resumed
its meeting.
The consideration of the new auto
mobile ordinance was taken up.
Philip Rice was present to assist
the board in the framing of the
ordinance and after some discus
sion, he was requested to review the
said ordinance and furnish each
supervisor with a copy a few days
before the next meeting of the board.
The Kffpaa water works system
was brought to the attention of the
board by Mr. Horner of the Kealla
bank and Mr. Hardy, the hydrograp
her, and after a long discussion on
the matter, further action on the
same was postponed until the next
meeting.
The resignation of J. S. Hlpa,
superintendent of Koloa water, works
was received and action on the same
was postponed until the next meet
ing.

HEALTH BOARD REFUSES
TO RECEIVE SAMOAN LEPER
The territorial board of health has
reaffirmed its policy of refusing to
accept lepers from other parts of
the United States for confinement
and treatment. The discussion follow
ed the request of Admiral Simp
son's letter requesting permission
to send a leper from Samao to Hawaii.
