The regular monthly and business
meeting of the Board of Supervisors
of the County of Kauai was held
on Wednesday, September 6th," 1922
at 9:30 a. m.
Present: H. D. Wlshard, chairman;
J. I. Silva, Fred Mendes, A. Mer-.e-
fogllo.
The minutes of the previous meet
ing were read and approved.
The chairman reported that un
der the authority given him and the
county engineer heretofore, they
received bids for furnishing mater
ial and for the construction of the
Kauai High school cottage and have
awarded the contracts to the fol
lowing lowest bidders as follows:

Construction (John Hasen, $1,190.
The several demands submitted
and hereinbelow listed were approv
ed.
Of the board's own motion, by
unanimous vote, the demand of Lew-
ers & Cooke, Ltd., for the sum of
$314.87 for cottage furniture, etc.,
was withheld from payment for in
vestigation. The county clerk was
Instructed to write to Mr, TugU and
Mr Sessions concerning tho said
demand.
A verbal request by the sheriff,
W. II. Rice, to build a new Jailor's
cottage for Kawaihau was referred
to the county engineer for Invaotl
gation and report at tho next meet
ing. Upon the motion of Mr. Menefog
lle, seconded by Mr. Silva, by unani
mous vote, the chairman was author
ized, on behalf of the board to exe
cute the agreement between the
county and the Koloa Plantation Co.
for the installation of the Koloa
waterworks.
Financial reports for August, 1922,
being the treasurer's; treasurer au
ditor; and the joint reports; Mahe
lona hospital quarterly and pound
master, Kawaihau, were referred to
Mr. Menefoglio for advice.
A communication from Mr. San
born, chairman ok the board of man
agers of Puukupele park, was re
ceived, and the clerk was instructed
to notify the said board of manag
ers to deposit the sum of $70 as
collected by them into the county
treasury, General Fund. The said
board of managers in conjunction
with the county engineer was au
thorized by the board of supervisors
to make the necessary repairs on
the Puukapele pipe line; to build
water closets, and to construct rub
bish pits on the premises.'
A communication from the Kauai
Chamber of Commerce, requesting
the board to purchase two kuleanas
in the Wailua park so as to make
them a part of the said Wailua
park. Upon the motion of Mr. Mene
foglio, seconded by Mr. Silva, by
unanimous vote, the chairman was
authorized on beliulf of the board
to make arrungaments for the pur
chase of the said kuleanas with the
owners.
A communication from It. R. Tink
ham, superintendent of lighthouses,
requesting the board to improve the
road between the Kilauea lighthouse
and the government main road at
Killuea. The matter was referred
to Mr. Menefoglio to investigate and
report at the mxt meeting.
A request from Mr. . Dollinger,
principal, Kauai High school, to in
vestigate the water supply of the
said school, by unanimous vote, was
referred to the county engineer to
investigate and to report at the next
meeting.
A request from Miss Hundley, su
pervising principal of Kauai schools,
to erect a small wash house with
stationery tubs for the use of the
Hanamaulu school teachers was re
ceived and referred to the county
engineer with full power to act.
A request from Mrs. Ahanu, prin
cipal, Huleia school, for a fifteen
hundred gallon tank, etc., was re
ceived and referred to the county en
gineer to Investigate and report at
the next meeting.
A request from Miss Hundley, su
pervising principal, Kauai schools,
for a teachers' cottage at Anahola
school was received and action on
same was deterred until the title
of the new school lot Is acquired.
The clerk, by unanimous vote, was
j instructed to notify Miss Hundley
! of thu action of the board in the
I above matter.
The following school requisitions
I were received by the board and

Kleelo school for a water hose

I.ihue grammar school for supplies.
Kapaa school for supplies.
Upon the motion of Mr. Silva, sec
onded by Mr. Mendes, by unanimous
vote, the sum of ($1,000.00) one
thousand dollars, was appropriated to
be paid out of available moneys In
the Permanent Improvement Fund,
to be used for the Kalaheo water
works.
Upon the motion of Mr. Mendes
seconded by Mr. Silva, by unani
mous vote, the chairman was author
ized to communicate with the prop
er authorities with a view of getting
water rights for the use of the Ka
paa water works.
Upon the motion of Mr. Menefog
lio, seconded by Mr. Mendes, by
unanimous vote, the county engineer
was authorized to call for bids for
a new engine for the county, the
said bids to be opened at the next
meeting.
Upon the motion of Mr. Menefog
lio, seconded by Mr. MendeB, by
unanimous vote, the chairman was
authorized to make proper arrange
ments with the Lihue Plantation
Co. in regards to the Lihue new
school pipe line.
Upon the motion of Mr. Mene
foglio, seconded by Mr. Mendes, by
unanimous vote, the sum of ($2,
821.43) two thousand eight hundred
twenty-five and forty-three cents to
be paid out of the available moneys
in the General Fund and the sum
of $4,806.63) four thousand eight
hundred six dollars sixty three cents,
to be paid out of the Permanent
Improvement Fund in the treasury,
were appropriated as additional ap-
prlatlons to be used for the follow
ing purposes:

A verbal request from Mr. Mene
foglio, to paint the Hanalei teach
ers' cottage, by unanimous vote, was
granted.
Upon the motion of Mr. Mendes,
seconded by Mrt, Menefoglio, by
unanimous vote, the county engineer
was authorized to start work wid
ening the Waimehanalua bridge at
Kapaa. as soon as practicable.
A verbal request from Mr. Silva
to set aside the sum of ($150.00)
one hundred fifty dollars, for re
pairing work to be done on the Pi
wal road, by unanimous vote, was
granted.
Upon the motion of Mr. Silva,
seconded by Mr. Mendes, by unani
mous vote, the request of the Stand
ard Oil Co., at Eleele, Kauai, for
permission to use the county steam
roller for some work to be done
on their premises for a few days
and all expenses to be raid by the
a!ii company, was granted.
