Lewis and McCrosson returned in the Alameda from th,elr second trip to London since leaving here on the Hamnkua lower ditch bond floating mission. They report the conclusion of negotla- tlons in Col. Macfarlane's hands only awaiting certain desired in- formation which they will send to him. It is expected that the deal will be closed in time for Col. Macfarlane to return home before the end of September. Work of construction will take sixteen months, As a corollary of the ditch's operation the manufacture of atmos- phoric nitrogen by the water power is contemplated. When that is under way about half a million dollars a year now ynt to South ! America for nitrates will be kept 99 . Fred Lewis and J. T. McCrosson re turned Lome In the steamer Alameda this morning from London, where they went some months ago with Col. Geo. W. Macfarlane to negotiate a sale of the Hamakua lower ditch bonds. Mr. McCrosson has made two trips to London on the occasion, having re turned with Mr. Lewis to the United States nnd then recrossed the Atlantic. , In the meantime Mr. Lewis has been in San Francisco attending to business thero and keeping in tpuch with his assoctates by cablo. A Star reporter met Messrs. Lewis and McCrosson shortly after their ar- nvai ai ine omce or L,ewis & Co., Ltd., and was referred by the Lewis broth-- ers to Mr. McCrosson for information,- On being told it. was reported that they had succeeded In selling the bonds, Mr. McCrosson said: "That is rather premature, as there are some little preliminaries to be done. The syndicate desires certain small details of information which we will transmit from here. There Is every reason to believe, however, that before the last of September every thing will be closed. "You know that $200,000 of the bonds had already been taken herp, but the English capitalists want one blanket bond to cover the whole issue. They would only like to have' a larger proposition. The total issue is one million dollars, six per oent bonds for a term of forty years. "They are the .same people as hand led the Hawaiian loan, the Hawaiian Commercial & Sugar Co. loan and some other Hawaiian schemes. I was surprised at the large number of finan cial propositions handled In London In the space of six weeks. They came from every part ofthe world and many of them Involved very large sums. We feel so confident in the conclusion of the bond deal that we are going ahead with the preliminary work.' "It is hoped to complete the ditch within sixteen months of commence ment of actual construction. Wo were under the impression that it would take twenty months, but I attended the Mining Congress in London and, from information of up-to-date meth ods there obtained, I believe It can be done In sixteen months. Fisher on the finances of the Terri tory has been issued and Is Interesting leading to the-' politician or business man who takes an interest in public affairs. It shows that in the past fis cal year, which ended on June 30, the cash disbursements under the regular appropriations figured up to ?1,51S, 033.83 of which the Department of Public Instruction took very nearly one-third, with the sum of $467,555.05, exceeding Its nearest competitor the Board of Health by over 5130,000. The total for the counties amounted to ?959,270.83 of which Oahu got a lion's share with ?432,70G.G7. Hawaii follows with $182,289. 3ti. The special cash payments by the Treasury form a lump sum of $109, 1G9.90, all the other items being com parative; small with the exception of $98,800 .which is paid to Wells, Fargo & Co. for Interest. The net cash dis bursements reach the sum of $2,508, 001.53, leaving a cash current balance In the treasury of $391, ml. 19. The receipts of the various depart ments are as follows: Judiciary de partment, $52,062.26; Public Works, $270,025.66; Agriculture and Forestry $40S; Treasury, $1,845,439.40; Public Instruction, $5,05G.05; Health, $28, 484.91; Secretary, $1,G12; Public Lands $1G0,SS3.71; Survey, $274.85; Land Court, $643,03; License Commission ers. $90,366.72; Auditor, $15; making a total of $2,669,748.32. The appropriations of the Legisla ture amounted to $3,449,670.26 of which amount $1,680,892.19 has al ready been expended and on June 30 a balance remained of $1,7G3,787.07. Republican Presidential Candidate William H. Taft today delivered a telling spe ech in this" city. Mr. Taft was enthusiastically applauded. - HINDU RAILROAD LABOR ATTACKED TACOMA, Wash., August 21. Near hero this morning a number of vengeful Italian laborers who declare that Hindu workmen have deprived them of a means of livelihood, set upon a band of the Hindu laborers while they were at work on the railroad. A hot fight ensued and measures will at once bo takon to protect the labor employed from further assaults. TANDARD OIL PURSUED CHICAGO, 111., August 21.
