Sectio.v 4. Ihe Minister of Finance shall not
cause or allow to be paid out of the Treasury any
money lor objects not rirovided tor lv law; I'ro-
ided, how evt-r, that all funis temporarily deposited
in the Treasury, for which certificates of deposit
are issued, and the interest thereon, may be raid
when due, without special appropriation for that
object ; and prucitlrd also, that ccrtiiicates of deposit
may be issued for salaries fulling due, and other
coinpi-nsation for official service in the discretion of
the .Minister of finance, at a rate not exceedins
ten per cent. er annum ; and proridrd further,
that in tlie event of iwstilence, war, invasion or re-
oellion, or of immediate danger thereot. His Majesty
in I'rivy Council may appropriate such amounts as
may be necessary to meet such emergency, and the
.Mi ii Liter of tho Interior shall render to tlie next
legislature a detailed account of the baiue.
